Research On The Dynamic Mechanisms Of Deepening "Fangguanfu" Reform Of Local Government

Over the past 40 years of the policy of reformation and opening,with the development of globalization and market economy,China has carried out many administrative reforms to adapt to the changing environment.Most of the reforms focus on streamlining institutions,transforming functions and deepening services.On May 9,2016,Premier Li Keqiang pointed out that to further promote and decentralization,optimization services,continue to deepen the administrative system reform,transformation of function,more efficient,the work is not only related to the development of economy and the progress of the society,more closely related to the vital interests of the broad masses of the people’s.At present,domestic researches on the reform of "fangguanfu" mainly focus on how to solve the problems in the reform,and ignore the driving factors and action mechanism of local governments to promote the reform of "fangguanfu".Therefore,it is particularly important to construct the driving mechanism of local governments to promote the reform.Based on the theory of socialism with Chinese characteristics,this paper analyzes the influence of the administrative ecological environment on the reform,and constructs a complete closed loop of the dynamic mechanism of "environmental change-change of principal’s demand-game between principal and agent-agent’s feedback" based on the principal-agent theory.In the process of promoting the reform of local governments,both the prescribed actions required by higher authorities and voluntary actions to explore innovation are more or less hindered by organizational inertia,vested interests and other obstacles,as well as lack of vertical and horizontal coordination,lack of control and other problems,hindering and restricting the progress of the reform of local governments.These issues need to be solved by the reform of the system design,the construction of the incentive model of diversification,the supervision of democratic restricting mechanism construction,the improvement of the social benefit expression system,and the improvement of local government cognitive ability.Then,perfecting dynamic mechanism of "fangguanfu" of local government,and promoting the reform of "fangguanfu".
