Research On The Legal Issues Of The Poverty Alleviation Model Of Leading Enterprises And Farmers

Since the eighteen Party Congress,General Secretary Xi Jinping has been standing at the strategic height of building a moderately prosperous society in an all-round way,putting the building of a moderately prosperous society in an all-round way in the important position of governing the country and making a series of strategic plans.Decisive progress has been made in the fight against poverty.More than 60 million people have been lifted out of poverty steadily,and the incidence of poverty has dropped from 10.2% to less than 4%.It provides a fundamental basis for the decisive battle of poverty alleviation.However,in the process of winning the battle of poverty alleviation in an all-round way,there are some deficiencies in the content of local legislation and supporting detailed rules,and the operability of some provisions is not strong.The supervision of the regulatory authorities is not in place.So that the role of local poverty alleviation legislation can be better reflected.In the process of helping farmers out of poverty,some enterprises did not sign contracts with farmers,and some enterprises did not buy insurance for farmers.In the process of supervision and inspection in the field of poverty alleviation,the institutions responsible for supervision and inspection did not fully supervise in place.As a result,farmers’ right to survival,development and information has not been better protected,which is not conducive to the protection of the legitimate rights and interests of the poor and long-term stability out of poverty.Based on the above problems,this paper takes the operation of the poverty alleviation model of "leading enterprises + farmers" as the perspective,the poverty alleviation situation in Bijie area as the starting point,the precise poverty alleviation theory and the information asymmetry theory as the guidance,and puts forward specific suggestions with the poverty alleviation model of "leading enterprises + farmers".It mainly includes improving the relevant legal system of poverty alleviation model,improving the deficiencies of poverty alleviation regulations,and refining the relevant provisions of the regulations.We will introduce supporting measures related to the regulations and improve the supervision system of the people’s Congress in the field of poverty alleviation.We will improve the incentive mechanism of the poverty alleviation model of "leading enterprises + farmers",strengthenproject management in the field of poverty alleviation,and strengthen the supervision and accountability of project managers in the field of poverty alleviation.Through the above-mentioned measures,I hope to make some contribution to improve the lack of participation of all parties in poverty alleviation.
