At present, the contradiction between supply and demand of public service facilities in China is more prominent. On the one hand, residents put forward more quantity and higher quality demand for public service facilities. On the other hand, the allocation of public service facilities is not fair, the region is not coordinated, and the supply and demand structure is out of balance. In order to solve this problem, the state and the local government proposed to construct a 15 minute life circle, from the perspective of life circle, reasonably allocate public service facilities, and improve the level of equalization of public service facilities allocation. The research on the accessibility and equalization of public service facilities based on life circle is the basis of finding out the current situation of public service facilities and improving the level of equalization of public service facilities allocation,so it is particularly important.Taking Guangzhou as an example, based on the data of the third land survey, this paper explores the distribution characteristics of public service facilities, analyzes the accessibility of public service facilities on different scales by using the Gauss two-step mobile search method, and analyzes the accessibility of five types of public service facilities from two aspects of comprehensive accessibility and types of accessibility facilities, and finally analyzes the fairness and coordination from two aspects This paper analyzes the equalization level of public service facilities. The purpose of this paper is to clarify the distribution characteristics of public service facilities, measure the accessibility differences of public service facilities, identify the weak areas of public service facilities allocation, and evaluate the equalization level of public service facilities allocation,so as to provide useful reference for the realization of fair and efficient allocation of public service facilities and the creation of a harmonious living environment. Now we have the following conclusions.1.Spatial characteristics of public service facilities:The distribution of public service facilities is uneven between streets and communities.Generally speaking, there are more commercial service facilities and educational facilities in the East, while more medical and health facilities, cultural and sports facilities and park green space in the West.In addition, the spatial agglomeration of different types of public service facilities is also different. There are obvious agglomeration characteristics of educational facilities and commercial service facilities, while the spatial agglomeration characteristics of medical and health facilities, cultural and sports facilities and park green space are not obvious.2.Accessibility:The accessibility space of public service facilities is significantly different. The accessibility of educational facilities and commercial service facilities in the eastern region is higher, while the accessibility of medical and health facilities, cultural and sports facilities and park green space in the western region is higher. There are also differences in the supply level of different types of public service facilities. The accessibility and population coverage of commercial service facilities, educational facilities and park green space are relatively high, and the supply level is relatively high;the accessibility and population coverage of medical and health facilities, cultural and sports facilities are relatively low,and the supply level is relatively low.Low level accessibility and high level population coverage are the main types of accessibility of public service facilities on the street and community scale. The number of streets and communities with low accessibility and high population coverage is the largest, mainly distributed in the whole area of Yuexiu District and the East and south of Tianhe District.More than 70%of the residents can use five types of public service facilities in the 15 minute living circle, and the situation of the types of facilities accessible to residents is better, and the residents living in the west of the experimental area can use more types of public service facilities in the 15 minute living circle.3.Equalization:(1)Fairness:The fairness of different types of public service facilities presents a pattern of "high in the southwest and low in the northeast" in space. The streets and communities with unfair public service facilities are mostly concentrated in the East and north of Tianhe District. The fairness of different types of public service facilities is different. The fairness of commercial service facilities and educational facilities is better, but the fairness of medical and health facilities, cultural and sports facilities and park green space is worse. There are also differences in the fairness of public service facilities allocation on different scales. The overall level of fairness in community scale is higher, while that in street scale is lower.(2)Coordination:The coordination of different types of public service facilities is different in space. The coordination of educational facilities, commercial service facilities and park green space presents a spatial pattern of "high in the northeast and low in the southwest".The coordination of medical and health facilities and cultural and sports facilities presents a spatial pattern of "high in the West and low in the East".In addition, the coordination of all kinds of public service facilities on the street scale and community scale is poor.
