The global economy is getting closer and closer,and digital transmission is interconnected.In this context,cross-border transmission of personal data with the rapid development of Internet technology has become common and frequent.With the rapid development of various emerging network technologies,the promotion of 5g technology and the interactive use of multiple terminals under the Internet of things,devices and platforms can obtain users’ personal data.In order to adjust the products and services of enterprises strategically,we should collect and sort out t he user’s data,dig deeply and analyze the user’s consumption behavior.Therefore,personal data has great commercial value.The international cooperation of multinational companies,network operators and scientific research institutions will involve the i ssue of users’ personal data entry and exit,and cross-border personal information in the form of data is inevitable.However,in this process,the cross-border flow of personal data has potential risks to citizens’ personal privacy,social stability and even national security.The opportunities and challenges brought about by the cross-border flow of personal data are important issues that must be faced and studied under the current economic development.On the one hand,it is of great significance to legi slate the cross-border flow of personal data and clarify the evaluation rules to avoid the risks brought by personal data in the cross-border flow to the greatest extent,and to maintain the information security of citizens,social stability and national security.On the other hand,the level of protection of personal data in international trade directly determines the competitiveness of multinational enterprises,which helps to enhance the status of Chinese enterprises in the world and promote the rapid development of China’s economy.At present,China has not yet established a unified personal data protection legislation,and the legal issues arising from the cross-border flow of personal data have not been too much involved.The research on the cross-border flow of personal data has both theoretical and practical value.This paper analyzes the current legal issues of cross-border flow of personal data in China,from the perspective of legislation,exit assessment rules and international cooperation.This p aper analyzes the legal regulation of EU personal data exit,analyzes the significance of China’s personal data cross-border legislation from the perspective of theory and practice,and explores the most suitable data protection mode for China in combination with China’s national conditions and international situation.At the same time,the number of cross-border personal data in China is huge,so we should not only accurately evaluate the security level of personal data,but also improve efficiency.It is very important to establish the subject of evaluation and optimize the evaluation method.In the aspect of international cooperation,we should establish the evaluation standards of our country,actively participate in the formulation of international data rules,establish bilateral or multilateral cooperation with countries with frequent trade contacts,and generate regional influence,so as to win the voice of Chinese enterprises in the national market.In the process of cross-border flow of personal data,while protecting the security of personal data,it is also of practical significance to coordinate the economic development of our country and improve our international status.
