The education of the disabled is an important part of the education of socialism with Chinese characteristics.Its development is not only a reflection of a country’s education level,but also a measure of a country’s civilization and development degree.Since the founding of the People’s Republic of China,the Party and the state have attached great importance to the education of the disabled,and the cause of special education has developed rapidly and made great achievements in an all-round and leapfrog way.Fusion education as widely admired at home and abroad field of special education new idea,the leading position of practice education for the disabled in our country is also increasingly highlights,in the ninety s,followed in the our country to form the preliminary practice of education opens the fusion,with the development of fusion education in our country,our education is more and more attention disorder children’s equal right to education,the state introduced a series of policies and regulations to regulate integration of education development,has initially formed the fusion education policies and regulations system,The need of education practice and the concept of administering education according to law makes fusion education policy guide and standardize the education activities,to solve the problems appeared in the process of education practice of the important means and necessary choice,however our country fusion education policies and regulations still exist such problems as imperfect legislation,operability is not strong,the fusion of education to fully ensure the quality of our fusion education policies and regulations system needs further development.So this article in the new era for fusion of education background,from the analysis of the status quo of fusion education policies and regulations in our country,summarizes its development course and characteristics,and points out some problems of the existing policies and regulations,in combination with China’s national conditions under the premise of learning countries outside the advantage of education policies and regulations,puts forward the development of China’s fusion target of education policies and regulations system,guiding principles and countermeasures.Apart from the introduction,this paper is divided into five main parts.The first part mainly elaborates the relevant concepts of the policies and regulations of integrated education,analyzes the relationship between educational policies and regulations,discusses the connotation and basic proposition of the concept of integrated education,and analyzes the relevant debates and advantages of integrated education.On this basis,this paper expounds the meaning of the policy and regulation system of integrated education,and introduces the legal basis of developing the policy and regulation system of integrated education in China.The second part analyses the development status of fusion education policies and regulations in our country,reviews the development of fusion education policies and regulations in China,summarizes the characteristics of fusion education policies and regulations in China,puts forward the integration education policies and regulations in our country in the legislative idea,legislative level is low,the operability is not strong,evaluate problems such as the mechanism is not perfect.The third part studies the development of the policies and regulations of integrated education in the United States,the United Kingdom and Indonesia,analyzes the outstanding characteristics of the policies and regulations of these countries,and extracts the experience of the policies and regulations of these countries.The fourth part put forward in combination with China’s national conditions under the premise of appropriate development experience of other countries for reference,to solve the problem of fusion education policies and regulations in our country,based on this,advances the development of the new era of fusion education policies and regulations in China’s target is to reflect the overall requirements of education modernization,bearing the historical mission of the society,build fusion reflects national modernization management system and management ability,to the structure is more distinct,consistent intrinsic value orientation,regulating the content more rich,support the construction of the security system to further strengthen,laws and regulations and policy more harmonious,comprehensively and systematically achieve fusion education laws,To realize this goal,six guiding principles and specific countermeasures are put forward for the development of China’s integrated education policy and regulation system.The fifth part summarizes the research results of this paper.
