Civil servants play a very important role in the executing of the government functions.Meanwhile Civil servants also take big resposibility in making decisions,orgnize,control and operate the public administrations.Hence train the Civil servants to improve their capabilitise is an important way in modernizing the national governance system and capabilities.On December 29,2018,the thirteenth session of the standing committee of the National People’s Congress exam and passed the "civil servant law of the People’s Republic of China(revised draft)",at the 7th meeting,which take china’s civil servant management legalization to a new level.In this law,civil servant training as an independent chapter,giving many new,more specific requirements to how to train the civil servants,and thus provide a legal basis to the civil servants work.Meanwhile,we should see that problems still remain in our works,one major problem is how to classify the training for civil servants,meanwhile,problems like how to evaluate and improve the effect of classified training are also important issues we are facing.In this thesis,the author take the city of Jinan as an example,presented the main practices that Jinan carried out on classified training of civil servants,established a evaluation model,and evaluated the effect of classified trainings.On those basis,the author analyzed the result of evaluation,pointing out the major problems that existed in the current work,and then given the suggestions to improve the training effect.This thesis has both theoretical research and quantitative analysis of examples,providing a new perspective for the research on classified training of civil servants,providing positive significance to improve the pertinence and effectiveness of civil servant training and eventually improve the capability and quality of civil servants...
