With the smooth convening of the Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China in 2020,people’s livelihood issues in the meeting have become the hot topics of most concern to the people after the epidemic.Among them,the advent of population aging has made the Pension issues become the focus of attention from all walks of life.Accordingly,the 14 th Five-Year Plan proposes to implement the "National Strategy to Actively Address the Ageing of the Population".The 2021 government work report also raise the subsidy standards for retirees,realize the "combination of medical and elderly care",standardize the development of endowment insurance,and promote intelligent endowment services,etc.,as the key content of the government’s work to improve people’s livelihood and welfare in 2021.As a major country in the world,even if China has a basic pension insurance covering nearly one billion people and the world’s largest social security system,the Ministry of Civil Affairs pointed out that within five years China is about to enter a "moderately aging" society.In this regard,China is constantly exploring an old-age care model that matches the national conditions,and proposed the "9802old-age service pattern","98" refers to 98% of the elderly who enjoy home care,which is home care.According to the analysis of policy orientation in recent years,the state is gradually increasing its support for various entities participating in the supply of community home care services,and promotes the establishment of a co-governance and co-construction home care service system,home care for the elderly has gradually become a Blue Sea in the elderly care industry.However,there are currently very few communities that can provide real home care services,and most communities still have many problems in supply.In this regard,we should focus on those representative communities,carefully analyze the problems in their home care services,clarify the relationship between service providers,and explore optimization measures with practical value,thereby,establish a "Full coverage,Deep level " community home care service system in China.Based on the welfare quartet of Evers in welfare pluralism,this paper selects A community in city B as the research object,interviews elderly residents,community workers and other personnel in community A through questionnaire method and in-depth interview method,analyze the development of A community home care services.Dividing the home care service providers of A community into four main bodies: Government,Community,Social organization and Market,combined with the current status of home care services in the community,and found that the current supply of funds in A community is difficult to meet the actual needs,difficult to implement supervision of elderly care services,weak support of community platforms,low supply efficiency of social organizations,weak participation of market enterprises.Combined with the actual situation and research results of the A community,the reasons for the problems are analyzed,that is,the lack of government functions,the limited capacity of community platform development,the low maturity of social forces,and the insatiable nature of market enterprises.Finally,in combination with the functions of different entities,suggestions to improve the level of home care services in A Community are proposed from the perspective of the multiple supply of welfare,that is,to consolidate the main responsibilities of the government,improve the software and hardware strength of the community platform,promote the growth and development of social forces,and promote the industrialization of the supply of community home care services.
