Our country is experiencing a period of regional integration and deep development,and the political and economic ties between the various regions of the country are becoming ever closer.However,a large number of transnational problems continue to emerge which seriously impede the deep and sustainable development of the economy and society throughout the region.The effective provision of regional public goods has a broad impact on regional development and is an important way of addressing interterritorial public affairs,maximising regional interests and promoting the deep development of regional integration.Local authorities have now become the main providers of regional public goods.However,as a result of the conflict between the externalities of regional public goods and the self-interest of local authorities,under the performance assessment system,local government has only pursued the maximisation of its own interests according to GDP and has focused only on the economic development of the region,which led to an excessive trend of regional protection leading to unhealthy competition between regions.This not only undermines cooperation relations between local authorities,but also seriously affects the efficiency and effectiveness of the supply of regional public goods,so that current regional public goods are in a situation of low efficiency of the supply process and imbalance between supply and demand.The reasons for this dilemma can theoretically be explained by models or theories such as the prison dilemma and the community tragedy;In fact,this is mainly due to the shortcomings of the current performance management system,the imperfection of the intergovernmental information communication and regional mechanism.It is due to the playful behaviour of internal and local authorities for their own interests and other reasons.This article focuses on the horizontal intergovernmental game between local authorities and analyses the causes of difficulties in the provision of regional public goods.This article first examines the results of existing national and international research and concludes that the dilemma of local public goods provision is not only due to insufficient government capacity and poor performance management systems,but also under the current conditions of horizontal governance between local authorities.International games have a significant impact on the supply of public goods in the region.Secondly,this Article is based on stricter assumptions,considers vertical relations between the Centre and local authorities and institutional standards to be the rules of the game,analyse the mechanism of horizontal intergovernmental games in the provision of local public goods and analyse the provision of local public goods by local authorities on the basis of these games.Model strategy choice,logic of action,balance achieved.The information structure,cost-benefit analysis and balance of regional development are considered important factors affecting the provision of local public goods by local authorities.Then,by analysing the case of airport construction and air traffic management in the process of regional integration in the Yangtze Delta,Three proposed factors and the real impact of these three factors on the provision of local public services Finally,this article proposes concrete ideas and proposals for optimising regional public goods in three aspects:optimising the information structure,promoting the coordination of benefits,promote development balance and establish a scientific and rational performance management system to improve regional public efficiency.and promotion of goods Realize increased benefit of the whole region.The main content of this study is as follows:firstly,given the externalities of regional public goods,local authorities,guided both by regional economic interests and by their own interests,will take into account the behaviour of other local authorities,which represents public goods,when deciding on the offer.Horizontal intergovernmental game in the supply of goods,through theoretical analysis,information structure,the calculation of costs and benefits and the balance of regional development affect the decisions of local authorities on supply and propose the logic of supply of regional public goods of local government from a horizontal intergovernmental perspective;Secondly,by demonstrating on a case-by-case basis and complementing the implementation of the above three factors of influence and targeted optimisation of the supply of regional public goods.To a certain extent,the aim of this research has been to thoroughly examine the intergovernmental game in the provision of regional public goods,which can provide a framework for local authorities to decide in a horizontal intergovernmental game,thereby improving the efficiency of the provision of regional public goods. |
