Research On The Problem And Countermeasures Of Environmental Law Enforcement At The Grass-roots Level In China

Since the 18th National Congress of the Party,protecting the natural environment and insisting on green development have become the common will of all citizens.Environmental law enforcement is a direct tool for ecological environment protection and effective environmental management.Improving environmental law enforcement is an inevitable requirement for improving ecological environment indicators.However,from the ecological environment law enforcement work of N counties in Shandong Province,the law enforcement work of ecological environment at the grass-roots level in China is still lacking,which exposes many shortcomings,hinders the promotion of the task of ecological environment construction,and the work efficiency needs to be improved.Among the problems exposed in the law enforcement of ecological environment in N county of Shandong Province,the law enforcement team is weak,the power and responsibility are not clear or even lack of law enforcement power,the law enforcement procedure is chaotic,and the "four methods" are not in place.Based on the three theories of environmental governance,risk management and sports governance,this paper analyzes the shortcomings of environmental law enforcement activities in N county by using semi-structured interview,comparative research,case study and participatory experience.The author thinks that the above problems are mainly caused by the heavy punishment assessment standard to aggravate the contradiction between people and things,the imperfect law enforcement basis hinders the environmental law enforcement work,the lack of government environmental protection consciousness,and the unsound network platform system in the initial state.In view of the above problems and reasons,combined with many years of practical experience,the author puts forward detailed countermeasures,one is to improve the legislation,norms and assessment system,the other is to build the capacity of the law enforcement team,the third is to improve the mechanism of information disclosure and people’s participation in environmental law enforcement,and the fourth is to improve the supervision and self-correction system.By means of targeted measures,it is expected to play an effective reference significance for the improvement of environmental law enforcement problems in N county,and to provide some ideas and directions for improving the efficiency of environmental law enforcement at the grass-roots level in China.
