After the reform of the supervision system,the Supervisory Committee integrated the anti-corruption and bribery bureau,the anti-dereliction bureau,the duty crime prevention department,the supervision bureau of the administrative department,the duty crime prevention bureau,etc.,and co-located with the discipline inspection organs,and gradually established a unified command,comprehensive coverage,authoritative and efficient supervision system of the party,which realized the effective connection between the inner-party supervision and the supervision of state organs,enhanced the joint efforts of supervision,placed public power under strict supervision,and vigorously promoted the modernization of the national governance system and governance capacity.In the process of supervision system reform,many experts and scholars have studied the attributes of supervision power,the constitutional design,organizational structure,power operation mode,functional orientation,power supervision restriction and investigation measures under the background of supervision system reform in order to ensure the effective operation of supervision power.However,after the establishment of the Supervisory Committee,scholars from all sides have made little research on the problems existing in the actual operation of the supervisory power and how to improve the operational mechanism of the supervisory power.Based on this,this paper takes the D District Supervision Committee as the research object,uses the methods of literature research,comparative research and empirical research,and according to the theory of separation of powers and checks and balances and bureaucratic organization,makes an in-depth analysis of the current situation and existing problems of the operation mechanism of D District Supervision Power,and puts forward some countermeasures and suggestions to improve the operation mechanism of D District Supervision Power based on the advanced experience of other provinces and the reality of D District Supervision Committee.This paper is divided into seven chapters: The first chapter aims to explain the background,research significance,research status at home and abroad,and introduce the research methods,technical routes,innovations and shortcomings of this paper.On the basis of defining the core concept of supervisory power,the second chapter expounds the rationality and necessity of introducing these two theories into the study of operational mechanism of supervisory power in D District,and perfects the theoretical framework of the article.The third chapter introduces the general situation of D District Supervision Committee and the concrete measures to optimize the operation of supervision power,and summarizes the achievements of D District Supervision power operation.The fourth chapter analyzes the problems existing in the operation of supervision power in D District,mainly including imperfect laws and regulations regulating the operation of supervision power,imperfect organization and management structure of supervision committee in D District,unsmooth operation of supervision power in D District,inadequate supervision of supervision power and immature right relief mechanism.The fifth chapter analyzes the concrete measures taken by Shanghai,Fujian and Jiangsu to improve the operation mechanism of supervision power,and finds practical basis for improving the operation mechanism of supervision power.The sixth chapter,based on the theoretical and practical perspectives,puts forward to perfect the laws and regulations that regulate the operation of supervision power,improve the organization and management structure of supervision Committee,rationalize the operation process of supervision power and improve supervision.
