In recent years,with the in-depth development of information construction,big data,blockchain,cloud computing and other information technologies have continuously emerged.The advantages of paperless office in government departments have become increasingly prominent,and hundreds of millions of electronic records have been produced.Management work has become an important part of government services and file management.Looking at the world,some advanced countries have taken the lead in realizing digital transformation,and many countries have gradually developed with the goal of digital transformation.However,the long-term adoption of the electronic document management model by the Chinese government cannot satisfy the current electronic document management situation.How to accelerate the transformation from a dual-system and dual-track system to a single-system and single-track system is a problem we must think about.From the beginning of generation,electronic documents of government departments go through more than ten links such as approval,transmission,handling,archiving,transfer,preservation or destruction.The document life cycle reflects two value levels in the entire operation process.The first value level is embodied in the use value of government departments’ business,and the second value level is embodied in the research value of electronic documents in the archives department.Under the current management system,we find that government departments and Archival departments are not closely connected in the management of electronic records,and the electronic record business system rarely considers the professional requirements of electronic file preservation.This will cause the problem of“congenital deficiency”in the quality of electronic files.Copy management cannot ensure that the content information and background information of electronic files are 100%transferred to the archives department.In addition,the office system of government departments and the electronic records management system of the archives department cannot achieve efficient data exchange,and the dual-system management is adopted in the archiving process.This is in sharp contrast with the original intention of the office system and the electronic records management system to become paperless.This article is based on the document life cycle theory,based on the office system of the government department and the electronic docements management system of the archives department.It sorts out by discussing the government text synthesis staff,office staff,departmental archives staff,archives bureau(library)staff,etc.The current situation and existing problems of the management of electronic documents in government departments.Using the literature research method and interview method,several elements of the transformation of the electronic document monorail system are summarized.Based on these elements,construct the overall framework of the government’s electronic document single-track management model,that is,business process reorganization,integrated platform,management system and mechanism “three-in-one” management model.Among them,improve the business process of electronic document single-track management,including electronic document generation,approval,circulation,handling,archiving,transfer,preservation and other modules;sort out the key construction content of the office integration system and electronic archive management system,and improve the relationship between the systems.The archive integration interface development technology is selected;the management system and mechanism including organization management,business technology,talent training,and capital investment are proposed.Finally,starting from the management elements of the government electronic document monorail system,combined with the content of interviews and discussions and the overall framework of the electronic document monorail system management model,we put forward the implementation countermeasures from the six perspectives of organization management,legal policies,platform systems,business processes,information technology,and talent teams. |
