WTO Dilemma Research From The Perspective Of International Public Goods Supply

The United States repeatedly blocked the appointment of the appellate body judges on the grounds of "exceeding their authority" and "overreaching the trial period",which led to a legal deadlock in the second and final instance,the most important link in the WTO dispute settlement mechanism.Although the paralysis of the appellate body cannot be regarded as the end of the WTO or the rules-based multilateral trading system,However,the crisis of this round of dispute settlement mechanism has profoundly affected the effectiveness and international status of WTO dispute settlement.In general,this round of crisis of the WTO multilateral trading system began with the challenge to the Appellate Body by the largest player,the United States,aggravated by the fact that the participants preferred to take unilateral self-help actions instead of resorting to the rules and procedures of the dispute settlement system,and the deadlock was caused by the difference of interest demands among the members and the lack of action power to mediate.This paper analyzes the supply "lack of power" and the supply imbalance in the current WTO multilateral trade system from the perspective of the supplier and the object of the international public goods.It is pointed out that the WTO multilateral trading system,as an international public good,has undergone a transformation from the General Agreement on Tariffs and Trade to the World Trade Organization,and its essence is that the WTO multilateral trading system has changed from hegemony supply to demand-centered collective supply.With corresponding to the present,on the one hand,the WTO multilateral trading system "leadership deficit",as a multilateral trade regime hegemony once providers in the United States,in subject to rules and their relative strength decline any supply under the condition of "power shortage",and other major economic powers on international responsibility ability and willingness to do not outstanding,collective action dilemma is outstanding;On the other hand,focus on the supply of the multilateral trading system object,through to the United States,the European Union,Japan,China,Canada,contrastive analysis of the reform of the major members such as position,see different members for the supply of the WTO multilateral trade system of differences,points out that the mechanism of the WTO rules on different issues lag of current situation of the development of world economy and trade.
