In recent years,the “Running Once at Most” reform start in various parts of our country is a major innovation in practicing the reform spirit of "delegating control and serving".In order to achieve the goal of allowing the masses to running once at most,or even not need run,the key is to reshape the internal process of the government,achieve efficient cross-departmental and cross-level collaboration,and use the Internet platform and digital technology to provide remote services to the masses.In the reform,due to the professional division of labor in public administration,the coordination cost between government departments has increased significantly as the complexity of public affairs governance continues to increase.For this reason,it is necessary to conduct a comprehensive analysis of the reform from the perspective of intergovernmental coordination.The research starts with the motivations of coordination in the reform,and believes that top-down political promotion,inter-governmental competition,and citizen participation are the main driving forces for coordination among government departments at all levels.New technologies that have been widely used within the government before the reform provide for coordination.With technical support,local government service platforms and public data sharing platforms are a prerequisite for efficient collaboration.On this basis,the analysis of the collaborative operation process in practice is to clarify responsibilities and division of labor from the top down,establish the "first-in-command" responsibility system and the lead department for reform matters,and establish a collaborative mechanism for reform work with the administrative service center as the carrier Through various organizational guarantees and supervision and assessment,the collaborative results of "comprehensive reception at the front desk,classified approval at the backstage,and unified window delivery" were finally realized."Reform and opening up can only be carried out when it is not completed",and“Running Once at Most” reform still on the way.Some practices in the current reforms still remain at the simple coordination level.The barriers within the government have not been broken,and data sharing has entered a bottleneck period.The inertia of avoiding responsibility has created many vacuum areas for coordination,and long-term coordination mechanisms have not yet been realized.The reasons are mainly in four aspects: first,the value orientation of the main body of the reform is biased;second,the reform has the tendency of moving governance;third,the joint decision-making mechanism of cross department collaboration is not perfect;fourth,the technology and system of cross department collaboration have not been integrated.The early e-government construction has facilitated intergovernmental coordination,and the government’s digital transformation will also bring opportunities for the construction of a highly coordinated overall government in the future.The construction of digital government and inter-government coordination are logically closely related,and the prototype of the reformed digital government also confirms this.By straightening out the goals of each stage of my country’s digital government construction,consolidating basic construction,building a new model of digital collaboration and overall operation mechanism,using digital technology,concepts,and rules to realize government process reengineering,In particular,modular transformation of department business is carried out to build a digital collaboration model of cross department business,and combined with the operation manual of cross department collaboration,so that my country’s intergovernmental coordination can be institutionalized and standardized,The long-term road.
