Research On The Reason And Control Of Project Requirements Change In The Construction Of Government Information System

In the construction project of government information system,there exists frequent changes in requirements.On the one hand,it poses a risk to the successful delivery of the project.On the other hand,it also provides opportunities of value enhancement for the continuous optimization and improvement of the project.Due to the relatively low level of project management in some organizations,frequent changes in requirements have become a major and difficult issue that affects the successful delivery of the project,which not only causes delays in project schedules and cost overruns,but also seriously damages the rights and benefits of important stakeholders.Therefore,this thesis starts from the source of the requirement change,and explores the methods and strategies of requirement change control by analyzing the reasons and impact characteristics of the requirement change of the construction project of government information system.This thesis uses case analysis and questionnaire survey methods,combines theory with actual cases,explores and investigates the reasons for changes in requirements of this type of project,collects and classifies the reasons and establishes a structural classification model of the reason for the change.Then extract basic data from the actual project,analyze the impact characteristics of the reasons for each type of change in terms of cost,schedule,customer value,etc.,establish a requirement change control matrix to realize the prioritization and control of five types of requirement changes: "customer organization","market","requirement specification","product strategy" and "problem repair".Then,based on the requirement change identification,the control mode of project requirement change is constructed from the three dimensions of organization,process,and technology,and specific control methods are given in this mode.Therefore,the research results of this thesis can be applied to the same type of projects.These projects use the identification list of requirement change to clarify the type of change to which the specific change belongs,and then apply the research results of this thesis with the specific situation of the project.Under the control,the requirement change of the construction project of government information system has made progress towards the expected goal,achieved the effect of active management and active response,and improved the construction effect of the government information system project.
