| Institutionalization is one of the most important links in regional energy cooperation.For energy cooperation among SCO member states,the establishment of a legal mechanism for energy cooperation can not only resolve energy development conflicts among member states,promote the establishment of supply and demand mechanisms between member states,promote the deepening of energy cooperation,but also provide energy for member states.Win-win cooperation creates conditions and opportunities.However,some legal issues in the current energy cooperation among SCO member states can only be fundamentally resolved through the establishment of energy cooperation legal mechanisms.At present,the conditions for the establishment of a legal mechanism for energy cooperation in the Shanghai Cooperation Organization have gradually matured.This article consists of six parts.The first chapter is the introduction,the sixth chapter is the summary and prospect,and the second to the fifth chapters are the text.Chapter II outlines the legal practice of energy cooperation within the ShanghaiCooperation Organization.Based on a review of the legal documents related to energy cooperation among SCO member states,the characteristics of SCO energy cooperation are analyzed,including the existence of a solid objective basis for energy cooperation between member states and related countries.Cooperation has more urgent subjective desires.Chapter 3 discusses the shortcomings of energy cooperation in the Shanghai Cooperation Organization,such as the lack of a proper legal framework for cooperation in the energy sector and the lack of effective enforcement mechanisms.In addition,this chapter also discusses the challenges facing the establishment of the Shanghai Cooperation Organization’s energy cooperation legal framework,such as the strategic risks of energy cooperation among member countries,the risks of policies and regulations of each member country,and the geopolitical risks of energy.The fourth chapter analyzes the legal practice of regional energy cooperation.It uses law,economics,political science,and historical analysis to analyze the energy cooperation of regional organizations such as the European Union,APEC,NAFTA,and the Association of Southeast Asian Nations.Practice comprehensive analysis.The fifth chapter focuses on how to build a legal mechanism for energy cooperation in the Shanghai Cooperation Organization.The main principles include the establishment of the basic principles of the legal mechanism for energy cooperation in the Shanghai Cooperation Organization.Shanghai Cooperation Organization Energy Cooperation Dispute Settlement Mechanism,etc. |
