| With the continuous development of global economy,and industrial structure,the demand for open,integrated,and innovative education in the world is increasing.In both developed and developing countries,the demand for professional and technical personnel in various industries is increasing and vocational education is drawing increasing attention from the public.Stimulated by the "Belt and Road" initiative and in the process of the construction and development of "dual colleges and universities",a gradually reinforced desire for "going out" is spreading widely among professional technical personnel from higher vocational colleges.They are eager to carry out various international exchange events,including teacher training,overseas lectures,educational assistance,academic visits and research,international conference involvement,international exchanges between teachers and students,etc.The forms and paths of their participation in international cooperation and exchange have been expanded.At the same time,under the existing restriction of management mechanism for going abroad on business(border),there emerge more and more problems.Based on new public management theory,public sector human resource management theory,public budget and finance theory,this paper uses literature research method,typical case analysis method and comparative analysis method to study the management status of professional technical personnel Taking Ningbo Polytechnic as an example,the research analyzed current forms,management status,management process and specific regulations of professional and technical personnel overseas business trips.Six typical professional technical personnel in higher vocational colleges going abroad on business.Through in-depth analysis several common problems in the management mechanism were found,including insufficient funding indicators,inconvenient project adjustment,and “one size fits all”personnel identity management.The study also tried to find the causes of the problems.By comparing with various mechanisms at home and abroad,it is proposed to reinforce fund supporting,establish personnel classification management system and dynamic management mechanism,be strict with approval policies with proper flexibility,and strengthen multi-departmental coordination and cooperation and other countermeasures,so as to promote faster,better and smoother development of professional and technical personnel in higher vocational colleges going abroad(border)on business. |
