Study On The Participation Of Urban Community Social Organizations In Community Governance

Under the background of advocating the governance pattern of "co construction,CO governance and sharing",facing the different needs of urban residents,we need not only the efforts of the government,society and social workers,but also encourage and guide more governance subjects to join in to solve community problems and meet the needs of residents.Through years of practice,Lixia District of Jinan City has proved that taking community social organizations as the platform and channel can stimulate the enthusiasm of different governance subjects,improve the quality and efficiency of community governance,and promote the continuous output of community governance achievements.In particular,H community,through the cooperation of residents,government and community,has explored a characteristic way of community social organizations participating in Community Governance-“The cycle of community governance” on the basis of “four community linkages”mechanism.This paper takes the governance problems faced by H community governance as the breakthrough point,takes H community social organization as the research object,and uses the methods of interview and observation to study,so as to understand and grasp the reasons why the community social organizations in H community can achieve results in community governance and internal logic in them.In order to get a deeper understanding of the situation of H community social organizations in the governance work,the author designed an interview outline for different participants.The content involves multiple levels,including the attitudes and ideas of different participants towards community social organizations,as well as their personal background and the length of time they participated in community governance.Through participatory observation,the author studies the work of the two committees of the community,social workers and community social organizations,and analyzes the long-term governance dilemmas faced by H community,such as community resource mining,problems in flow,lack of network in community governance,and the need to strengthen community trust,It also describes in detail the development process of H community social organizations and their participation in community governance.Based on the theory of social capital,this paper describes and sorts out the history,current situation,logic and achievements of the community social organizations’ participation in governance,and carries out a detailed analysis of the governance logic of the cycle of community governance,which is analyzed from multiple dimensions,The role of social workers in the process of governance is carefully positioned,and the model is evaluated according to the effectiveness of social workers in the community social organization training project “The cycle of community governance” starts from the community social organizations formed by residents,and ultimately benefits the community residents.Through the cooperation of different governance subjects,the community problems can be solved,the community beautiful environment can be created,and the community “good governance” can be realized.It is found that community social organizations can effectively stimulate the enthusiasm of residents to participate in governance.In the process of governance,a variety of incentive methods can significantly improve the governance ability of community backbones.In addition,community governance with the participation of community social organizations is a process of empowerment,which makes residents have greater autonomy in participating in community governance.In the process of governance,social workers also play an important role.For example,social workers use professional knowledge and technology to promote the development of community social organizations and make their participation process more smooth.At the same time,social work serves as a bridge and link to further deepen the connection between community social organizations and the two committees of the community and the civil affairs system.However,due to the fact that community social organizations have not participated in community governance for a long time,there are still many thorny problems,including the ability to revitalize resources needs to be improved,the internal consciousness of community social organizations needs to be improved,the work achievements of community social organizations lack effective evaluation,the incentive mechanism for participating in community social organizations needs to be improved,and the ability of community social organizations themselves is insufficient,wait.In order to solve these problems,we should take party building as the starting point to revitalize the resources in the community,and establish a perfect evaluation mechanism for the service effectiveness of community social organizations;At the institutional level,we should innovate the incentive mechanism for community social organizations to participate in community governance,so as to strengthen the ability of community social organizations;At the resident level,we should not only strengthen the capacity building of community social organization members,but also enhance the participation awareness of community residents,and promote the residents to actively participate in community social organizations.Finally,based on the social work specialty,this paper summarizes the process of community social organizations participating in community governance,and goes back to social workers themselves.From the perspective of industry construction,it proposes that we should constantly strengthen the support for social workers,pay attention to the training of social workers at the institutional level,and strengthen the supervision of social workers,so as to promote the development of social work industry Maintain the stability of social workers.In addition,this study also discusses the problem of the current social work practice and theory disjointed,and thinks that all localities should sort out and refine the relevant work of social work participation in community governance and community social organization cultivation as soon as possible,supplement the theory,enrich the existing theoretical system,and promote the discipline construction.
