Since the reform and opening up,the economy of Dongguan has been developing continuously,attracting a large number of migrant workers,and its population structure has gradually developed from a city dominated by registered population to a city dominated by migrant population.In the process of family migrant,the education of the migrant children has become an primary problem to be solved in Dongguan.In 2009,Dongguan began to explore the Points System of Admission Policy,in order to alleviate the contradiction between the lim ited carrying capacity of educational resources in the compulsory education stage and the huge scale of school-age children.Based on the relevant policy discourse of the Points System issued by Dongguan Education Bureau,this paper sorts out the Points System of Admission Policy from 2009 to 2020,and interprets the contents.In fact,It is a welfare access mechanism with strongly screening.It relies on the guarantee of double mechanism一the government and the market,carries out conditional screening through the setting of points access threshold and the points index.The provision of academic degrees and the matching of educational resources shall be realized by the two main bodies of public schools and private schools.Based on the data of basic situation of various schools,statistical yearbooks and other documents published by Dongguan Education Bureau in recent years,this paper studies and analyzes the education situation of children under the background of the points system in Dongguan.In addition,a field survey was conducted with migrant workers’ families in Dongguan to investigate their family situation,score situation and basic situation about the education of their children.It is founded that the accessibility of public degrees for children of migrant workers in Dongguan is relatively low,most of them solve education problems by attending private schools,and there is an obvious differentiation in the access to educational resources between the children of migrant workers.Therefore,this paper applies the stratification theory to expound the education of migrant workers’ children,and makes an in-depth analysis of the internal education stratification of migrant workers’ children under the background of the points system.Finding that the result is on the basis of the migrant worker’ stratification in other cities,and the triple mechanism including policy,market and government bring about the result:Firstly,the stratification with migrant workers bring the differentiation in family educational investment、competitive ability and preferential selections,shaping the basis of stratification in their children’s education.Secondly,as a policy mechanism of class screening,Points System of Admission Policy is obviously beneficial to the higher economic class,and relatively excludes the lower economic class,which further expands the stratification in other places.Moreover,the market-oriented mechanism of private schools and the insufficient guarantee of the local government further widen the gap in education service and quality of the children.Finally,the quality of the education services enjoyed by the children of migrant workers is highly similar to the class status of migrant workers,reaching a class match.It is needed to conduct effective measures,for example,entrancing through the integration of the optimization index system,expanding the scale of public degree,improving the teaching quality of private schools,and establishing a migrant children education transfer payment system,to further improve the rights and interests of vulnerable groups,and to adjust the differentiation of migrant children’s education.
