| Public institutions are the main body of providing public services in our country.Whether public institutions perform their functions well is related to the national economy and the people,and their status is very important.In recent years,with the development of the economy and society,the long-standing management model of non-discrimination of political affairs in public institutions has not adapted to the needs of the existing economic system development,and cannot meet the needs of the people for public services,which has seriously hindered economic and social development.In order to change the predicament,the state has promoted the reform of the personnel system of public institutions,among which the post setting management of public institutions is the foundation and key of personnel reform.Since the full implementation of post setting management in 2006,post setting management has played an important role in promoting the transformation of the employment mechanism of public institutions from traditional identity management to post management,and mobilizing the enthusiasm of personnel.However,from the perspective of implementation,the post setting management of public institutions is still in the process of transforming from traditional methods to scientific planning,and the implementation effect is not good.It hinders the functioning of public institutions and is not conducive to economic and social development.It is urgent to analyze and improve the problems in the implementation process.Starting from the study of the problems and countermeasures existing in the post setting management of public institutions,with the practice of post setting management of the Seismological Bureau of H Province as a specific case,(it explores)the research on post setting management of public institutions.On the basis of introducing the relevant situation of the post setting of public institutions and related theoretical concepts,the four links of post design,job analysis,job evaluation,and post dynamic management in the post setting management are compared to find the problems existing in the post setting management of the Earthquake.Administration of H Province(and analyze)the cause of the problem.Then,according to the related theories of post setting management,combined with new public management theory,energy level principle and competency theory,corresponding countermeasures are proposed to explore the general rules and general methods of post setting management in public institutions.Combining theories,it puts forward countermeasures such as accelerating the transformation of ideological concepts,innovating government management methods,using human resource management theory to carry out post setting management,and improving post dynamic management mechanisms,which provide references for improving the post setting management of public institutions. |
