The Research On “No More Than One Visit For One Item” Reform From The Perspective Of Digital Governance

“No More than One Visit for One Item” was first proposed at the Zhejiang Provincial Party Committee Economic Work Conference in December 2016,as the goal of government service reform.Then “No More than One Visit for One Item” Reform was launched in Zhejiang Province in 2017.“No More than One Visit for One Item” Reform is that Government of Zhejiang Province takes the initiative to change its functions for the goal,in order to actively advance the standardization of government services,share and open of public data,and re-engineer the government processes and initiate Internet Plus Government Services.The theory of digital governance mainly originates from the reflection of the negative consequences of the new public management movement under the background of the development of information technology,the acceleration of economic globalization and the rise of the network society.It is a new quasi-paradigm of governance theory.The theory of digital governance is not just about the use of information technology.It is about the change in government governance.In the digital age,the government needs to use information technology to improve the ability of government services and transform government functions,to cope with the increasingly complex times.This paper takes “No More than One Visit for One Item” Reform as the research content,the theory of digital governance as the theoretical perspective,and Haishu Public Security Bureau as an example.Through studying the specific measures and their effectiveness in the reform,the author summarizes the experience,identifies the problems and their causes,then explores the paths of deepening the reform,to earnestly enhance the sense of access brought to the general public by“No More than One Visit for One Item” Reform.The first part is the introduction,which briefly describes the background,meaning,domestic and foreign research reviews,contents,methods,innovation points and difficulties.The second part is the relevant concepts and theoretical foundations of “No More than One Visit for One Item” Reform.It explains the relevant concepts,the theoretical foundations and the connection between the theory of digital governance and “No More than One Visit for One Item” Reform.The third part is to briefly introduce the measures of digital governance that Haishu Public Security Bureau has taking in “No More than One Visit for One Item” Reform,and their effectiveness.The fourth part is to find the problems of digital governance that Haishu Public Security Bureau has in the reform and their causes.The fifth part is to put forward the countermeasures and suggestions to deepen the reform,from the perspective of digital governance.
