| The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China made major arrangements for "adhering to and improving the supervision system of the party and the state,strengthening the restriction and supervision of the power operation" and "adhering to and improving the social governance system of CO governance and sharing,maintaining social stability and safeguarding national security".Whether the political ecology of the township government is clean and honest,whether the social governance ability is up to standard,and whether the social environment is harmonious directly affects the foundation of the state power.As a grassroots party discipline supervision department,the work effectiveness of Township Commission for Discipline Inspection has a direct impact on the grass-roots government and the clean rural environment,affects the trust of the rural people on the grassroots party members and cadres,and has a great impact on the stability of grassroots petition and the long-term stability of the country.Therefore,it is urgent to find out the current situation of the township discipline inspection and supervision work,and put forward effective countermeasures to improve the township discipline inspection and supervision work ability,give full play to the function of township discipline inspection and supervision,and promote the grassroots social governance.Based on the administrative supervision theory,new public management theory,anti-corruption and other related theories,the article deeply studies and draws on relevant research results and experience at home and abroad,combined with the author’s own work practice,through the basic overview,institutional settings,functions,staffing and achievements of the township discipline inspection and supervision institutions in H County,Shijiazhuang City,to understand the current situation of the discipline inspection and supervision work in H county,Shijiazhuang city.Through data statistics,case interview,case analysis and other methods,it is concluded that there are still five aspects of problems,including part-time jobs for the township discipline inspection staff in County H,insufficient establishment of the township discipline inspection committee,accumulation of disciplinary clues,pressure from letters and visits affecting case handling,and inadequate logistical support.It analyzes the existing problems from the perspective of institutional mechanisms,working environment,and discipline enforcement capabilities,and then put forward the countermeasures to improve the dual leadership managementsystem of township discipline inspection,improve the capacity of the township discipline inspection committee to investigate and handle cases,improve the basic guarantee of the township discipline inspection and supervision work,and strengthen the construction of the township discipline inspection cadre team. |
