Improving The Problem Of Urban And Rural Minimum Security In X City Based On Big Data Platform

Urban and rural minimum living security system belongs to a kind of social security system,fair and effective social security system is not only a goal of social development,but also a prerequisite for achieving other goals.With the continuous development of market economic system,In September 1999,the State Council promulgated <<the Regulations on Minimum Living Security for Urban Residents >>for the first time in order to better solve the problem of poor people’s living difficulties,a minimum living security system for urban residents has been established nationwide.Since the establishment of the system,the basic living security of the poor has been greatly improved,but there are also some problems.At present,the existing problems of urban and rural subsistence allowance system are mainly manifested as the serious problems of wrong subsistence allowance and missing subsistence allowance.There are four main reasons for the problems: In terms of institutional-the system is not perfect,the operation is not standardized;In terms of data,the data related to the verification of subsistence allowance by the financial industry,the DMV,the real estate bureau,the finance bureau and other relevant departments cannot be Shared;On the staff side,the construction of the low-income workers is relatively weak,and it is difficult to undertake the heavy tasks of investigation,audit,approval and management.Socio-economic aspects-the traditional means of verification are single,can’t dig deep into the problems of the existing problems of low cost insurance,and the cost is high.Through comparative study,this paper explores the root cause of the problem and finds out that the main reason for the problem is the data factor.Taking data factors as the starting point through in-depth analysis of the process of low-income insurance audit,the necessary data and information are sorted out.According to the application process of low-income insurance and the relevant policy requirements of low-income insurance,a large data platform is established.On this basis,the process of low-income insurance audit is re-planned,and a low-income insurance audit model is established,which is mainly based on large data platform audit and supplemented by traditional visiting forms.The improvement scheme proposed in this paper has been implemented in X City and achieved good results.It has a good reference significance for solving other similar problems.
