| In the historical background of the social transformation period in China,the factors that induce and breed pickpocketing crime are increasing rapidly and massively.The social security situation is more severe and complex.The effectiveness of public security organ’s crackdown on pickpocket work is directly related to the people’s sense of security and satisfaction.General Secretary Xi Jinping delivered an important speech on the May 19,2017 collective commendation conference of the heroic exemplary meritorious service of the national public security system.He stressed: "National public security organs and public security teams must uphold the party’s leadership over public security work,firmly establish the ‘Four Consciousnesses’,uphold the people ’ s public security for the people,and comprehensively strengthen regularization,specialization,and professionalization,be loyal to the party,serve the people,enforce law justly,and have strict discipline."Under this background,the research proceeded from both theoretical and empirical aspects,using literature research methods,questionnaire methods,interview research methods and other methods to study the incentive problem of the B City Public Security Bureau in combating pickpocketing police.Research is carried out in accordance with the ideas of asking questions,analyzing problems,and solving problems.Starting from the current problems of the public security bureau of City B to stimulate the pickpocketing team,relying on the incentive theory to build an anti-pickpocketing police incentive mechanism,a series of research results with reference value are drawn.In theory,this paper studies the general incentive theory,the concept and characteristics of anti pickpocketing police,and constructs the incentive model of anti pickpocketing police;In the empirical aspect,taking the anti pickpocketing police team of B City Public Security Bureau as an example,this paper makes an empirical study.According to the problems existing in the team of police,such as the poor incentive effect,the single incentive means and the lack of effective individual incentive,and according to the incentive model of anti pickpocketing police,it puts forward suggestions and Countermeasures to improve the incentive level of the anti pickpocketing police.The research is divided into five parts.The first chapter is the introduction,which summarizes the research background,research significance,research status at home and abroad,literature review,research content,methods and ideas;the second chapter,which briefly describes the relevant concepts and incentive theories involved in the research,and briefly analyzes the application of incentive theories to research objects;the third chapter,which investigates the current situation of anti pickpocketing police incentive,at the same time,through the form of questionnaire and interview,we find and analyze the existing problems of motivation;Chapter 4 focuses on the analysis of the existing problems and causes of the incentive of the anti pickpocketing team of the Public Security Bureau of B city;Chapter 5,aiming at the existing problems of the incentive of the anti pickpocketing team,uses the incentive theory to build the incentive model of the anti pickpocketing police,and puts forward countermeasures and suggestions from the four aspects of goal,organization,reward and assessment.The innovation of the research lies in: Based on the incentive theory,this paper studies the police anti pickpocketing team,which has a special nature,enriches the application of incentive theory in the construction of the police anti pickpocketing team;at the same time,it provides a new idea for strengthening the incentive force of the police against pickpocketing and improving the ability to combat pickpocketing crime,at the same time,it also provides reference for other provinces and cities’ incentive problems. |
