Study On The Ffectiveness And Reform Path Of Comprehensive Administrative Law Enforcement In Chaoyang District Under The Mechanism Of "Whipping Report"

The reform of “whistling in streets and towns and reporting in departments” originated from the grass-roots management in pinggu district,Beijing.In the first half of 2017,in order to deal with the problem of gold mine theft in jinhaihu town,pinggu district,jiexiang timely explored and reported on the clues found.Relevant administrative law enforcement departments arrived at the scene within half an hour and conducted comprehensive administrative law enforcement,which achieved good results.The Beijing municipal commission has dubbed the exploration “jie xiang whistling and department reporting”(“whistling reporting”).Starting from the beginning of 2018,169 street towns in 16 districts across the city will be piloted.Seizing the opportunity of institutional reform,the municipal party committee has improved the governance system at the grassroots level,vigorously enhanced the power at the grassroots level,lowered the power of law enforcement,worked hard to improve efficiency,and formed effective law enforcement practice.This article will be from Beijing chaoyang district present situation of the comprehensive administrative law enforcement mechanism analysis report “whistle”chaoyang district under the comprehensive administrative law enforcement,on the basis of the theory of policy implementation,etc.,using the methods of case analysis method,interview method to conduct the thorough research to the city management problems,from the mechanism analysis report “whistle” chaoyang district under the comprehensive administrative law enforcement results to refine to solve the problem of the hollowing out the comprehensive administrative law enforcement,puts forward the chaoyang district comprehensive innovation path of the reform of administrative law enforcement.Through data analysis,research and comparison in related fields at home and abroad,this paper aims at the impact of whistle-blowing reporting mechanism on comprehensive administrative law enforcement,extracts problems,analyzes key reasons and proposes reform plans.This paper is divided into six chapters.The first chapter introduces the necessity in grassroots governance in Beijing,the background of comprehensive administrative law enforcement reform under the “whistle-blowing reporting” mechanism in Beijing,and the research results of domestic and foreign scholars.The second chapter introduces the specific meanings of the core concepts “whistling report” and “comprehensive administrative law enforcement”,as well as the legal and theoretical basis of comprehensive administrative law enforcement.The third chapter introduces the basic framework,characteristics,operation mode of whistle-blowing report mechanism and its influence and enlightenment on comprehensive administrative law enforcement.The fourth chapter introduces the work system,law enforcement efficiency and the effect of grassroots governance of comprehensive law enforcement in chaoyang district under the mechanism of “whistling report”,thus leading to the innovation and reform of comprehensive administrative law enforcement in chaoyang district.In chapter five,the successful experience of comprehensive administrative law enforcement in typical regions or countries at home and abroad is summarized to provide reference for comprehensive administrative law enforcement in chaoyang district.The sixth chapter improves the comprehensive administrative law enforcement system,clarifies the definition and standards of comprehensive administrative law enforcement,so as to promote the reform of law enforcement system and law enforcement working mechanism,and provide theoretical basis for optimizing comprehensive administrative law enforcement in chaoyang district.
