Present,the loss of civilian police in grass-roots public security organs has become increasingly serious in the whole country,which has not only lowered the overall work efficiency of grass-roots public security organs,but also caused certain negative effects on the development of public security teams.In this regard,this article takes the police station at the grass-roots level of the H City Public Security Bureau as an example,and studies and analyzes the current situation and causes of the police loss in the grass-roots public security organs of the H city through literature research methods,questionnaire survey methods,and outline interview methods.First of all,this paper analyzes and summarizes the current situation of the explicit and hidden loss of police in the H-level grass-roots public security organs through a questionnaire survey.It is found that the phenomenon of loss of police in the H-level grass-roots public security organs is showing an increasingly serious trend.Secondly,this article combines occupational commitment theory,Improve Without Growth theory and job burnout theory,and sets up questionnaires and interview outlines based on the occupational characteristics of the police.It also explores the basic police of H city from the aspects of individual police factors,internal management factors,and social external environmental factors.Reasons for the loss of civilian police.Through questionnaires and research,the main reasons for the explicit and hidden loss of the grass-roots police in H City are as follows: First,in terms of individual factors of the grass-roots police,there is mainly a weak professional identity,and the sense of psychological gap after being enrolled is infinitely enlarged,Personal expertise and professional advantages cannot be fully utilized;second,in terms of internal management of the organization,there are mainly bottlenecks in the career development of grass-roots police,increased work pressure,poor incentives for performance appraisal systems,and excessive secondment of grass-roots police forces,etc.Thirdly,in terms of external social factors,the law enforcement environment is getting worse and worse,which seriously hurts the enthusiasm of the police;the negative emotions are generally spread,the overall physical and mental health of the police is poor;the occupational risk is high,and the personal safety of the grassroots police is difficult to guarantee.Finally,combined with the reasons analyzed above,this article puts forward corresponding countermeasures and suggestions: first,from the individual factors of the grass-roots police,it puts forward suggestions for improving the political and economic treatment of the grass-roots police;Second,from the aspect of internal management of the organization,it puts forward suggestions to expand the promotion channels of grass-roots civilian police,promote the sinking of police forces at the grass-roots level,and improve the scientific rationality of target assessments.Third,from the aspect of social external environmental factors,it proposes the establishment of the grass-roots police enforce social support organizations,increase their efforts to protect the mental health of grass-roots police,and improve the security protection mechanism of grass-roots police.In short,this article has certain practical significance and theoretical value through research in alleviating the occurrence of police turnover in grass-roots public security organs and improving their professional identity.
