| With the continuous innovation of grassroots governance,urban community cooperative governance has become a hot spot of concern.Urban communities are places where residents live,work and study.They are also the areas where residents participate in political life,exercise their individual rights and fulfill their personal obligations.Resident,as one of the multi-governance subjects of the community,playing an important role in community governance.This study takes the resident participation in China’s urban community cooperative governance as the research object,and takes the governance theory,civic participation theory,and social capital theory as the theoretical basis.It considers the necessity of resident participation in China’s urban community cooperative governance reflected in three aspects: it helps to improve the cooperative governance of urban communities;it helps to improve the level of public services in urban communities;and it helps to realize the dominant status of citizens.Based on readings and empirical investigations,four problems of civic participation in cooperative governance of urban communities in China are summarized: low willingness to participate;lack of sustainability in participation;participation in ineffective behavior;and participation in disorder behavior.It also considers that the causes of the above four problems are insufficient consciousness and ability of residents ’participation,lack of system guarantee for residents’ participation,imperfect channels and platforms for residents’ participation,and imperfect operation mechanism for residents’ participation.Based on the above analysis,this study proposes four solutions to improve resident participation in the cooperative governance of urban communities in China: strengthening government guidance and services for resident participation;strengthening the government’s system of resident participation;expanding the organizational channels and media channels for resident participation;improving the operating mechanism of resident participation.It is hoped that this research can promote the willingness of citizens to participate in the cooperative governance of urban communities in China,the sustainability of participation behaviors,and promote more effective and orderly participation behaviors,so as to better safeguard the legitimate rights and interests of citizens and improve the level of cooperative governance of urban communities. |
