The Interim Measures for the Management of Internet Booking Taxi Operation Service(hereinafter referred to as "Interim Measures")was introduced in 2016,the Ministry of Transportation and Communications promulgated the regulations of this department,marking the road to the compliance of Internet booking car has begun,but this is only the starting point for the study of China’s Internet booking car administrative licensing system related legal issues.The Interim Measures have been implemented for more than three years,and the problem of the failure of the administrative licensing system for Internet-taxi cars has been arising,mainly manifested in the difficulty of implementing the process of compliance of Internet-taxi cars,the implementation of anti-market quantitative control measures on the Internet-taxi industry in some regions,the reform process of touring rental cars has been difficult,etc.The reasons for the failure of China’s current administrative licensing system for Internet vehicles are multifaceted,mainly including the confusion over the basis of the law on administrative licensing of Internet vehicles,local governments to set up additional conditions for the licensing of Internet vehicles and the imperfection of the supporting mechanism of the administrative licensing system,etc.Therefore,it is necessary to protect the rights and interests of consumers and push back on the reform of cruise rental cars in the context of the "Internet + Transportation",the administrative licensing system has failed to correct the network car.
