Research On The Operation Mechanism Of Baoan Vigilante

The construction of the "last mile" in the social security prevention and control system is like a footstep on the football field,which has a decisive impact on the effectiveness of social security prevention and control.This problem has long plagued the practice departments and has also attracted the attention of the academic community in recent years.The difficulties in the construction of the "last mile" of social security prevention and control are not only reflected in the fact that it is difficult to achieve coverage without blind spots in the security prevention and control network but also reflected in the difficulty in effectively extending the end of public security prevention and control.Practical departments across the country conducted active and useful discussions.The "Aunt Xicheng" and "Chaoyang People" in Beijing,the "Fengqiao Experience" in Zhejiang,and the "Convenient Police Station" in Xinjiang emerged.The essence of these titles is the exploration of the "last mile" construction.The Baoan Volunteer Police,established in March 2017 in Baoan District,Shenzhen,on the coast of the South Sea of China,is also a positive attempt by the public security organs to break through the "last mile" of social security prevention and control.The author went to Shenzhen Baoan District twice for field investigations,visits and interviews.It is observed that the formation of Baoan Vigilante fully fits the local social security characteristics,"the culture of immigration",and rapid economic development level in Baoan District.In the past four years of stable operation,the Baoan Vigilante Team has completed the prevention and control of social security by mobilizing and cultivating dispersed social security forces,constructing a "pulltype policing model",and increasing the “Frequency of Seeing Police”.The construction of the "last mile" for social security prevention and control has been completed.The author abstracts the practice process of Baoan vigilante as a general experience that can be copied and popularized.The first is the sustainability of the participation of social security forces,including ensuring the continuity of social security forces mobilization by relying on the supply of national resources,strengthening the sense of participation of social security forces through daily cooperation between the police and the people,and relying on the dissemination of police knowledge and skills to enhance the participation ability of social security forces.The second is to realize the non-dead angle of the goal of public security prevention and control by filling the space,time,society and psychological dead corner in the prevention and control of public security,and the third is to rely on improving the degree of identification and the display of the ability of prevention and control of social security forces.to achieve the visualization of public security prevention and control forces.To provide some reference and reference for grass-roots practice departments to complete the "last kilometer" construction of social security prevention and control.
