The Research Of E-government Implementation In Ethnic Townships Of Qinghai Province

With the advent of the computer,the information technology,with the Internet as core,has been further developed in various walks of life,so that globalization and information technology continue to play an important role.As the largest producer,owner,user and mediator of the social information,the government is experiencing an unprecedented baptism.As the primary regime,the township government of China is closely related to the interests of the people,and its informational level determines the overall e-government level in our country directly.In recent 20 years,the level of e-government construction has been upgraded in the large and medium-sized cities and the developed coastal areas of China.However,for many ethnic townships in Qinghai province of the western area of China,the level of e-government construction is still falling behind.At present,there are few researches on e-government implementation in ethnic townships of Qinghai province.The thesis is based on materials and data accumulated by the author in recent 5 years when she works in D ethnic township government of Qinghai province.Using the Literature Research method combined with the Data Analysis,based on modern management theories and methods like the Theory of New Public Management and the Theory of Integrity Management,the author analyzes the present situation and the problems of e-government implement in five major areas of public affairs of D ethnic township government in the thesis,such as Poverty Alleviation,Civil Affairs,Comprehensive Administration of Public Security,Spiritual Civilization,and Comprehensive Improvement of Environment.Combined the researches on e-government implement at home and abroad with the public management theories learned in class,the author also put forward some countermeasures to improve the e-government service in D ethnic township in future.It is hoped that the thesis can provide a practical guidance for the e-government construction in D ethnic township,and help people in ethnic areas enjoy the information service better as well as feel its convenience.And eventually,ethnic townships in Qinghai can be a strength both in cyberspace and science and technology with a combination of promoted e-government and improved public service.
