| The Fourth Plenary Session of the 19 th CPC Central Committee made a major strategic plan to promote the modernization of national governance system and governance capacity.The public security work is an important part of the party’s governance.The public security police is an important public security administrative and criminal judicial force of the country,and an important participant in social governance.Improving the public security police’s social governance ability is the internal requirement of the modernization of the party’s and national governance system and governance ability,and the demand of the times to meet the people’s new expectations for security,stability,fairness and justice,To comply with the requirements of the party,the state and the people,and to proceed from the reality of public security work,we must improve the social governance ability of public security police.Based on the political nature of the police,this paper analyzes the social governance ability of the police from the perspective of Ideological and political education.According to the basic idea of "ideological guidance discourse guidance behavior shaping" in public security ideological and political education,the social governance ability of public security police can be summarized into three main aspects: political ability,discourse ability and behavior ability.Combined with the work practice of the public security police,the paper analyzes the practical problems existing in the process of improving the social governance ability of the public security police: first,the political ability in the process of social governance needs to be continuously improved,and the theoretical literacy,the sense of loyalty to the party and the concept of discipline style of the public security police need to be continuously improved.Second,the public security police’s discourse ability does not match the current requirements of social governance.The public security police’s discourse response ability in the police related public opinion and the discourse innovation ability in the process of police people communication are relatively insufficient,which affects the collaborative efficiency of social governance.Thirdly,there is a gap between the behavior ability of public security police and the standard requirements of social governance.The standard degree of law enforcement,the ability of mass work and the ability of crime governance of public security police are difficult to meet the current requirements of social governance,which affects the effect of social governance.On this basis,this paper discusses the feasible ways to improve the social governance ability of public security police: first,to cultivate the political ability of social governance,to improve the political position and political judgment through theoretical armed,to establish the core consciousness of the party’s leadership governance through loyalty education,to enhance the political understanding,and to enhance the political executive ability in the process of governance through the construction of discipline style.The second is to strengthen the public security police’s discourse ability of social governance.Through discourse strategy education and mass discourse education,the public security police’s discourse response ability of dealing with police related public opinion in the process of social governance and their discourse innovation ability in the process of communication between the police and the people can be improved,so as to promote the police people cooperation and social co governance.The third is to improve the behavior ability of public security police in social governance.Through the cultivation of rule of law thinking,mass line education and innovative consciousness of crime governance,we can improve the legal ability,mass work efficiency and crime governance efficiency of public security police in the process of social governance,promote the construction of social security and optimize the effect of social governance. |
