Research On The Construction Of Village Regulations And Civil Agreements In J Village

Under the leadership of the grassroots party organization,the village rules and regulations are social norms formulated and abided by by the villagers democratically in order to manage the village public affairs and public welfare undertakings,maintain the village public security,mediate the villagers disputes,protect the villagers’ interests and realize the villagers’ autonomy.Village construction level is the measure of rural villagers autonomy level and social development level of important indicators,to strengthen and perfect the construction of village regulations,is not only the general countryside an effective way to achieve good governance,or arm of the revitalization of work in rural areas,but also the embodiment of the national management system and management ability of modern.At present,due to historical and cultural,social and economic development,regional gap and other factors,many villages’ village regulations and folk contracts have problems such as imperfect text content,irregular formulation procedures,insufficient application and implementation.Therefore,in order to better improve the construction effect of village rules and regulations,it is necessary to deeply analyze the text content,formulation procedures,application and implementation of village rules and regulations,which is of great significance for strengthening the construction of village rules and regulations,and has strong practical value for promoting the construction of "beautiful countryside" and promoting rural revitalization.This paper takes the construction of village regulations and civil contracts in J village of T county as the research object,and combines literature analysis,questionnaire survey,case study and field investigation to carry out the research.The first chapter is the introduction,which introduces the research background,research significance,literature review at home and abroad,research content and research methods,as well as the possible innovation points and deficiencies.The second chapter elaborates the basic concept and theoretical basis of the article.The third chapter elaborates the practice and exploration of the village rules and regulations of J Village,introduces the background,main content and formulation process of the village rules and regulations of J Village,and concludes that the practice has mainly promoted the construction of a beautiful village in J Village,effectively improved the village environment,and relieved the conflicts and disputes among the villagers.The fourth chapter analyzes in detail the problems existing in the process of the construction of the village regulations and civil contract in J village,mainly includingthe imperfect content of the village regulations and civil contract,the irregular formulation procedure and the insufficient application and execution.The main reasons are the lack of awareness of the construction subject of the villagers,the lack of rigor in the construction process,the lack of supervision and restraint mechanism,the lack of organizational ability of village cadres and the low level of collective financial support.Based on the previous analysis and summary,Chapter fifth puts forward targeted policy recommendations on how to promote the construction of village regulations and people’s conventions in J Village.One is to adhere to the whole-process leadership of the grassroots party organization,and the other is to improve village regulations and people.The third is to standardize the procedures for the formulation of village regulations and folk conventions,and the fourth is to strengthen the implementation of village regulations and folk conventions.
