Research On The Social Governance Function Of Village Rules And Regulations

In September 2018,the Rural Revitalization strategic plan(2018-2022)put forward the rigid requirement that "villages with village rules and regulations account for 100%".As a long-standing wisdom crystallization in China,the governance function of village rules and regulations has been gradually explored.No matter its production process or practice mode,it is consistent with the characteristics of "subject diversification" and "process interactivity" of social governance.In the face of the governance dilemma caused by the transformation of social development,the shift of economic growth and the collision of cultural psychology in the new era,the grassroots,as the basic unit of society,is the most direct and effective governance level.Therefore,strengthening the research on the social governance function of village rules and regulations is an inevitable requirement to improve the current social governance efficiency.Taking Xiangdong District of Pingxiang City in Jiangxi Province as an example,based on the practice mode of "rural social governance complex" in Xiangdong District,this paper studies the social governance function of village rules and regulations.Taking Xiangdong district’s concrete practice of village rules and regulations participating in social governance as the research object,combined with the basic point of institutionalism,through two field surveys and 3510 valid questionnaire survey data analysis,This paper verifies the current social governance effect of village rules and regulations in Xiangdong District of Pingxiang City,Jiangxi Province,and finds that the concrete practice of village rules and regulations within the jurisdiction of Xiangdong district has shortcomings in content construction,implementation subject and practice path.On this basis,the author thinks that in order to give full play to the soci al governance function of village rules and regulations,we must pay attention to guiding the governance objectives of village rules and regulations,improving the content system of village rules and regulations,enhancing the main body ability of village rules and regulations,and paying attention to the practice path of innovation of village rules and regulations.This will help to sum up the relevant experience of Xiangdong District of Pingxiang City in Jiangxi Province in using village rules and regulations to participate in the practice of social governance,learn from each other,so as to explore a new path of social governance that can be copied and promoted in line with China’s national conditions,and accelerate the modernization process of national governance system and governance capacity.
