With the fast growth of artificial intelligence technique,the next generation of media will be driven by artificial intelligence,which may reshape the digital field.In recent years,especially with the birth of the generation countermeasure network(GAN),the deep synthesis technology based on deep learning has attracted more and more attention from the society or the industry.It can realize face changing,face synthesis,speech synthesis,video generation and even digital virtual human and other applications.2017 is the first year for deep synthesis technology to enter the public’s vision.With the development and application of Gan algorithm,2020 ushers in the first year of commercialization of deep synthesis technology.Many commercial applications come out,and the potential in film and television,medical treatment,education and other aspects gradually appears.At the same time,the strong simulation and generalization of deep synthesis technology also cause the concern of technology evil and technology abuse.In the field of Internet with highly open data flow,the influence of deep synthetic information can be magnified thousands of times in an instant,and its negative effects have to be paid attention to.On the one hand,deep synthesis technology will bring technical risks,public data will be wrapped up and public confidence will be polluted;on the other hand,it will also bring legal risks,such as the infringement of citizens’ personal and proprietary rights,the alterations of trespass path and the reflection on freedom freedom of expression.It is particularly important to take effective administrative supervision measures to curb the abuse risk of deep synthesis technology.Deep synthesis technology has the characteristics of high simulation and generalization,which puts forward new challenges to administrative supervision intervention.In this context,traditional regulatory models have been unable to meet new development needs and may even hinder the in-depth synthesis of new technologies and models.Therefore,it is necessary to innovate regulatory methods according to the evolution phase of artificial intelligence technology.For the administrative supervision of deep synthesis technology,there are some problems in China,such as unclear responsibilities of the subjects involved in the supervision,lack of legal norms,insufficient government supervision means,and black box of algorithms.These problems need China ’s relevant government departments or industry organizations in line with China ’s national conditions and policies under the premise of learning or drawing on the excellent experience of extraterritorial supervision and management of deep synthesis technology and the concept of modern governance to build and complete a new administrative supervision mode with Chinese characteristics for the development of deep synthesis technology.It can be explored from the aspects of clarifying the responsibilities of government departments,improving relevant legal norms,innovating administrative supervision mode,and applying regulatory sandboxes to prevent risks.The development of technology has always experienced the popularity of technology at the beginning of its emergence and subsequent concerns about abuse.Rational thinking should be maintained on deep synthesis technology and its use.In short,deep synthesis technology is the product of the development of artificial intelligence to a certain stage.As long as the rational use of it,it will not deviate from the track of the truth,nor is it a stumbling block to social order.With regard to the rise of such new applications,social actors must face them with an inclusive attitude.Similarly,regulators,such as governments,should hold an inclusive and cautious attitude to support the positive development and application of in-depth synthesis technologies and integrate them into a regulated development track through multiple co-governance of various regulatory instruments.
