| Party and government cadres are leaders,organizers,and practitioners of socialist modernization.Hence,the establishment of a high-quality and professional contingent of cadres is essential for the sustainable development of the socialist cause with Chinese characteristics.The Communist Party of China(CPC)has always emphasized the importance of developing cadres.Xi Jinping,general secretary of the CPC Central Committee,stressed that China’s great struggle and the fulfilment of tasks hinge on the CPC and Chinese people,which highlights the necessity to cultivate high-quality cadres.In the new era,reforms in China are confronted with more complicated international and domestic environments.In that case,higher requirements are raised for the CPC to strengthen the development of party and government cadres according to the socioeconomic environments.With systematology as its theoretical grounding,the paper centered on strengthening the cultivation of party and government cadres by following the logic of "raising problems→ analyzing problems→ solving problems".On this basis,the building of a contingent of cadres in China was delved into systematically and comprehensively in terms of concept definition,ideological evolution,systematic analysis,practical exploration,existing problems,and systemic reasons using methods such as systematic analysis,document visualization,comparison,and historical factor analysis.Moreover,a systematic path was proposed to strengthen the development of party and government cadres in order to meet the practical needs of China’s development.The paper is composed of seven chapters.The first chapter introduced the research background,research thoughts,and research methods.Through the analysis of status quo and literature,the paper identified the practical problems and research weaknesses expected to be tackled,thus clarifying the theoretical and practical significance of the paper.The second chapter distinguished key concepts,clarified the research object,and introduced the theories used in this paper.In the third chapter,the evolution of the thoughts of cadre development was analyzed after systemic summary.In the fourth chapter,the development of cadres was analyzed from the perspectives of elements and subsystems using systematology to theoretically explore the path of cadre cultivation.The fifth chapter delved into the practice of the building of a contingent of cadres according to four sub-systems:selection and appointment;education and training;inspection appraisal;as well as supervision and restriction.Next,in the sixth chapter,systemic reasons behind the weaknesses in cadre development were clarified.The seventh chapter proposed a systematic path to strengthen the building of a contingent of cadres according to the needs and goals of cadre development in the new era.The final part consists of a research summary and reflection on the room for improvement. |
