China has a long marine history,but due to historical reasons,there is still a considerable gap between China and developed countries.China’s economic development is relatively rapid,and maritime economic and trade,energy transport,etc.have become increasingly closely related to China’s national strategic interests.In order to ensure China’s rapid,sustainable and long-term development,it is of great significance for China to put forward the development concept of the 21 st century Maritime Silk Road.It is of great significance not only for the economic development of countries along the line,but also for the continuous deepening of domestic economic reform and the expansion of new momentum of economic development.With the growth of China’s maritime interests,the importance of the Indian Ocean for China’s national strategic interests is highlighted.The importance of such interests demands China’s international political strategy in this region.This benefit is mainly composed of China’s economic and foreign trade,energy security,project investment and political factors.In the process of building and implementing China’s strategy of encircling the Indian Ocean,there are many challenges facing China,such as the adverse effects brought by the United States,Japan and other major countries outside the region,as well as the positive effects brought by Russia,Pakistan and other countries.This paper holds that China’s "strategy of encircling the Indian Ocean" can be better promoted by enhancing its comprehensive national strength,adopting active diplomatic strategy,utilizing China’s friendly relations with the countries in the Indian Ocean region and carrying out multi-field exchanges and cooperation in the region.
