| The cadre appraisal is an important task stipulated in the party constitution and the national civil service law,and is an important basis for selecting and appointing cadres and a necessary means for managing and supervising cadres.Since the 18 th Party Congress,General Secretary Xi has emphasized the need to establish a scientific and standardized assessment and evaluation system for cadres,to promote leading cadres to establish a correct view of performance,and to form an effective mechanism to motivate cadres to be truthful and pragmatic.In the report of the 19 th Party Congress,it is proposed to "adhere to the combination of strict control and love,incentive and restraint,improve the assessment and evaluation mechanism for cadres,and establish an incentive mechanism and fault-tolerant mechanism".This has put forward newer and higher requirements for the assessment of leading cadres.county-level cadres assessment mechanism is the most important part of the entire cadre assessment system.At present,the assessment of the work of leading cadres at the county level is mainly the responsibility of the municipal party committee organization department,the organization department has formed a relatively mature working model.But compared with the requirements of the Party Central Committee,and the changing needs of the development of the social situation,there are still many urgent improvements to enhance the place.This requires an in-depth and systematic study of the comprehensive assessment of county-level leading cadres,to find out where the problems lie,analyze their deep-seated causes,and then put forward scientific and effective countermeasure suggestions.This paper takes the assessment work of county-level cadres in Taiyuan City as a case study to discuss the above issues in depth.Literature collection,on-site observation,and individual interview are used to collect empirical materials,and theoretical analysis is conducted by borrowing from equity theory,goal management theory,and person-job matching theory.This paper introduces in detail the organization system,assessment scope,assessment content and assessment methods of the comprehensive assessment of county-level cadres in Taiyuan City,and discusses the effectiveness and problems of this mechanism.It also analyzes the causes of the problems from two dimensions: system implementation and political and cultural environment.The paper concludes with feasible and scientific countermeasure suggestions for these problems and causes,in order to continuously improve the scientific level of the comprehensive assessment work of county and division-level leading cadres. |
