| Government mobile office system is the latest development of government office automation construction,and it is also an important content of mobile e-government construction.To study the application status of government mobile office systems in the prefecture-level city,we can understand the influence of government mobile office system on government internal administrative system and government process,which is of great significance to the promotion of government internal management,the reform of government administrative system,the construction of government mobile e-government and the modernization of government governance capacity.Taking the Ding Talk mobile office system of the Development and Reform Commission of C city as an example,analyzes its application effect,problems and reasons,and puts forward some countermeasures to optimize the application of government mobile office systems in the prefecture-level city.First of all,through the analysis of the content of the interview and the data of the investigation,it summarized that the Development and Reform Commission of C city had used the Ding Talk mobile office system to achieve the online circulation of official documents management,the mobile processing of matters approval,the online organization relationship,the online Party Construction,the online convenient message notification and so on.In addition,it had achieved the good effects of simplified the process of official documents management,mobile cooperative office,increasing work efficiency,lowering office costs,and protecting information security.Secondly,the existing problems in the process of applying the Ding Talk mobile office system in the Development and Reform Commission of C city were summarized as online approval formality,low willingness to use it voluntarily,insufficient use of the system functions,blurring the boundary between work and life,and lack of relevant systems.There were two reasons for these problems.Subjectively,there were three reasons: the limitation of the inertia of the bureaucratic organization,the weakness of the information management awareness,and the low acceptance of the elderly to new things.Objectively,there were lag of relevant training and the low fit of government mobile office systems’ functions.Finally,from the macro perspective of public administration,this paper puts forward some countermeasures,in order to improve the use effect of government mobile office systems.Such as establishing the concept of information management,optimizing the structure of administrative organization,unifying industry standards,integrating the existing government information resources,optimizing the structure of financial distribution and improving the information security system. |
