Research On Inter-government Cooperation

Intergovernmental relations refer to the social networks established between and within countries,and the relations between countries and different countries,usually involving the close interaction between central government and local government,and between local government and local government.Before the reform and opening up,the relationship between local governments in China was fluctuating to a large extent,and there was no stable special connection.After the reform and opening,with the emergence of public discussion of social public issues,understanding of the relationship between the local government will gradually began to reach a consensus,which show the characteristics of the most prominent is the prevalence of local protectionism,and the fierce competition between local governments,resulting in a large number of government reconstruction and relentless competition between the area,and even affect the overall development of the whole country.With the deepening of globalization,how do local governments carry out inter-governmental cooperation? How to coordinate and complement relevant resources among different localities so as to promote the sound economic and social development of both sides? It has become an urgent problem to be solved in the cooperation between local governments.This paper takes the cooperation between G Municipal Government and L Municipal Government as an example.Based on the theory of government-to-government relationship,collaborative governance and related regional economic theories,this paper studies the government-to-government cooperation of local governments,analyzes the existing problems and deep reasons based on the relevant status quo,and puts forward countermeasures to improve the government-to-government cooperation of local governments.There are four chapters in the main body of the paper:The first chapter is an overview of inter-governmental cooperation between local governments.This paper clarifies the connotation of the relevant core concepts,clarifies the relevant theoretical content,and expounds the significance of inter-governmental cooperation between local governments.The second chapter mainly elaborates the current situation of the cooperation between G and L municipal governments.From the data center construction,ecological bonus to explore,bidirectional complementary cooperation three aspects introduced the related to the status quo,and combed the G city and L in examining the effectiveness of cooperation,the city government is promoting the regional economic development level,promote the L city level of education and health development,the innovation L city talent exchange mechanism,enlarges the L born citizen benefits.The third chapter focuses on analyzing the problems and reasons of inter-governmental cooperation between G and L municipal governments.There are four problems: lack of supervision reward and punishment mechanism,limited effect of cadre talent assistance exchange,difficult balance between local government’s "hematopoietic" and "blood transfusion" functions,and insufficient sustainability of policy implementation.Accordingly,there are four reasons: the absence of normative coordination of inter-governmental relations,the absence of administrative guidance for inter-governmental cooperation,the unclear role of inter-governmental cooperation,and the lack of mutual benefit sharing mechanism.The fourth chapter elaborates the countermeasures of perfecting the inter-governmental cooperation of local governments.Based on the above research and my actual work,I put forward relevant countermeasures: first,improve relevant laws and regulations;second,build a long-term mechanism of local government inter-government cooperation;third,transform roles and enhance capabilities;fourth,innovate and enhance the relevant systems and mechanisms of local government inter-government cooperation.Through the study of inter-governmental cooperation,this paper hopes to perfect the existing inter-governmental cooperation mechanism,make the two cooperative governments form a long-term cooperation mechanism,promote the coordinated development of regional economy and society,and realize the benefit sharing and win-win cooperation.At the same time,through all-round research and exploration,a kind of inter-governmental cooperation mechanism with complementary advantages and orderly development of local governments can be formed,so as to optimize and improve the inter-governmental relations of local governments and provide effective intellectual support for their inter-governmental cooperation.
