Research On The Reform Of Administrative Approval System In B City Against A Background Of"Streamlining Administration And Delegating Power"

The holding of the 19th National Congress of the Communist Party of China marked that China's economic and social development had entered a "new era".The report of the 19th National Congress of the CPC pointed out that we should transform government functions,further streamline administration and delegate powers,innovate ways of supervision,strengthen government credibility and capacity for execution,and build a service-oriented government with which people are satisfied.Streamlining administration,delegating more powers to lower-level governments and society,improving regulation and optimizing services(hereinafter referred to as "streamlining administration and delegating power")were the key to comprehensively deepen reform and promote the transformation of government functions.The reform of the administrative approval system played the role of taking a proactive and offensive move in the whole reform of "streamlining administration and delegating power".Meanwhile,it was also an important foundation and breakthrough for comprehensively deepening reform and transforming government functions.In recent years,B City has actively explored the reform of the administrative approval system,continued to release the dividends of reform,continuously optimized its business environment,and promoted the coordinated development for the Beijing-Tianjin-Hebei region.Against the background of the reform of "streamlining administration and delegating power",this paper combed relevant literature,and studied the reform of B City's administrative approval system with the literature research,field research and comparative analysis.Firstly,it summarized the relevant research in China and abroad,explained the concepts of "streamlining administration and delegating power",administrative approval system and relatively centralizing the power of administrative approval,and expounded the government regulation theory,new public service theory and service-oriented government theory.Secondly,it combed the status quo and achievements of the reform of administrative approval system in the City.By collecting documents from relevant departments,and conducting field interviews and questionnaire surveys,it learned the problems in the reform of the City's administrative approval system,such as insufficient team building,imperfect approval system,inadequate supervision and restriction,and low approval efficiency,and concluded that the root of the problems lied in four aspects that the function transformation was not in place,the system and mechanism were not perfect,the interest barrier was difficult to break and the platform construction lagged behind.Then,it compared and analyzed the experiences and practices in the reform of the administrative approval system in some advanced typical areas in China,such as Wuhou District of Chengdu and Hangzhou,and drew some enlightenment for reference.Finally,the paper proposed countermeasures and suggestions to deepen the reform of the City's administrative approval system against a background of "streamlining administration and delegating power",from the four aspects of strengthening the team construction,establishing and perfecting the mechanism,improving the supervision and regulation,and promoting the level with innovations.
