Research On The Countermeasures Of Improving The Emergency Management Ability Of Local Government

Put forward in the report to the 19 "creating work sharing the social governance pattern of" the new target,emergency management as an important part of social governance,with the high-speed development of economic society in recent years,the frequent disaster accident,country to improve the emergency management ability,speed up the establishment of a social consciousness of prevention and control system continuously strengthen and gradually introduced many policies and measures.Hebei Province,due to its unique geographical location,is prone to disaster accidents and is surrounded by the capital Beijing and Tianjin,and public emergencies have caused greater harm.Therefore,improving the ability of Hebei Province to deal with emergencies plays a vital role in safeguarding the security of the capital and stabilizing its own development.In this paper,on the basis of a large number of literature on the improvement of emergency management ability,using the whole process of emergency management theory,crisis management theory,multi governance theory,using literature review,AHP＿fuzzy comprehensive evaluation method,questionnaire investigation,from five aspects of detailed analysis of the improvement of emergency management ability of Hebei Province related issues.First,through the review of literature related to emergency management combined with the research object and content of this paper,the relevant concepts and theoretical basis of emergency management were summarized,which laid a foundation for the writing of the following paper.Second,the present situation of emergency management in Hebei Province is preliminarily analyzed,and the progress of emergency warning,emergency monitoring,emergency legal system,emergency cooperation,application of high and new technology,financial support and emergency drill in Hebei Province is understood,which provides a basis for the emergency capability assessment in the following article.Thirdly,through the understanding of the current situation of emergency management ability of Hebei Province,select representative evaluation indicators to build an index system and quantify the indicators,use AHP＿fuzzy comprehensive evaluation method to evaluate the emergency management ability of Hebei Province,and get the comprehensive score.Fourthly,through the evaluation and analysis of the emergency management capability of Hebei Province,the following deficiencies are recognized:the emergency plan system needs to be improved,the structural imbalance of emergency preparedness,the advantage of science and technology in emergency rescue needs to be improved,and the operation mechanism of emergency management is not perfect.Fifth,put forward countermeasures and suggestions for the shortcomings of emergency management capabilities,focusing on the optimization of emergency plan system,crisis education and training,rescue actual combat drills,highlighting the advantages of science and technology in emergency rescue,and improving the operation mechanism of emergency management.Through the analysis and countermeasure study of the present situation of emergency management ability in hebei province,the evaluation index system of material distribution and acceptance of donations is summarized and improved,and the strategy of "prevention first" is put forward to deal with emergencies,and the operation mechanism of emergency management is improved.
