Research On The Governance Of Rural Human Settlement Environment In Laiyuan County Under The Background Of Rural Revitalization Strategy

The "three rural" issues occupies a very important position in the work of the whole party and are fundamental issues related to the national economy and the people’s livelihood.In the report of the 19 th National Congress of the Communist Party of China,it was proposed to implement the strategy of rural revitalization,to help solve the "three rural" issues,and to build a beautiful new countryside in a new historical position.Nowadays,China poverty alleviation has achieved a comprehensive victory.We should not only be satisfied with the current achievements,but should continue to tap the results and dividends of poverty alleviation,and persist in the consolidation of poverty alleviation.Improving the rural living environment will help improve the overall appearance of rural areas,increase the happiness of the majority of rural people,and promote the in-depth implementation of the rural revitalization strategy.In the context of the rural revitalization strategy,this article takes the rural human settlement environment governance work in Laiyuan County,Hebei Province as the research object.First,through document research and related documents,this essay defines the concept and theoretical basis of the rural human settlement environment governance,and clarifies the governance work significance and necessity.Secondly,through questionnaires and on the spot interviews,the current situation of rural human settlement environment governance in Laiyuan County is sorted out and the causes are analyzed.The analysis process is based on the results of 351 questionnaire surveys and interviews in Laiyuan County and surrounding villages,focusing on the problems and the cause of the problems in the governance of rural human settlements in Laiyuan.The main problems are the awareness of village democratic participation,infrastructure utilization,waste disposal,post-consolidation of renovation projects,differences in the governance process,and insufficient awareness.The main problems are the education degree and quality of the villagers,the long-term effectiveness of the governance process,the guarantee of governance funds,the differences in governance in different regions,and the existing environmental governance mechanisms.Finally,by rationalizing the excellent domestic governance experience,this essay proposes to optimize the governance measures of the rural human settlement environment in Laiyuan County,including optimizing the layout of the village,developing the ecological characteristic agriculture,playing the main role of the government in the PPP governance model,strengthening the governance propaganda to increase the villagers’ participation in the human settlements,improving the efficiency of fund utilization.In this way,we can help Laiyuan County to provide new ideas for reference in the governance of rural human settlements.
