Research On Government Functions In The Improvement Of Rural Living Environment

Whether the farmers live a well-off life,whether the rural environment is beautiful,w het-her the agricultural production is developed,determines the quality of the overall well-off society and concerns the quality of the socialist modernization.The improvement of rural living environment is an important deployment of the central and provincial governments.General Secretary Xi attaches great importance to the work of living environment.He has repeatedly stressed that to implement the rural revitalization strategy,an important task is to promote the green development mode and way of life,make the ecological environment more beautiful,and reproduce the beautiful picture of beautiful mountains and waters,blue sky and green land,village beauties and harmony.With the improvement of the level of economic development,farmers’ requirements on the quality of life are also gradually improved.The development of China’s human settlement environment is very unbalanced.Due to the large amount of historical debt,rural human settlement environment lags behind that of cities for a long time,which is the weak point restricting its development.The most important thing for China to implement the rural revitalization strategy is to improve the rural living environment.How to give full play to the functions of the government to carry out macro-control and management is a subject worth studying for the improvement of rural living environment,which is of great significance both in theory and practice.In China,governments at all levels are the dominant force in the governance of rural human settlement environment.The effective development of rural human settlement environment governance depends on the play of the main role of the government.Therefore,we should first face and solve the problems in terms of government functions.From the perspective of government functions,this paper takes a newer public service base and a better governance base as the theoretical basis,the villages and township in Xuzhou city X area as the research object of the rural residential environment renovation work,closely combined with the management of government transformation in today’s society,such as literature research,questionnaire investigation,case interview method,to understand the rural living garbage management in X district,sewage treatment,compost toilets,village aspects of the situation.Analysis decision-making functions of the government in rural human settlements environment governance,organization,function and coordination function and control function of the status,research on the rural residential environment for the failure of government functions in the governance of the problem and the cause of the system analysis,through the research at home and abroad for reference,to comb and configuration of the government functions in the rural residential environment governance,according to the characteristics of rural areas put forward the feasible suggestions and opinions and scheme.So as to explore the real way out for rural living environment governance,so that rural people’s sense of happiness,sense of identity,gain,and lay a solid foundation for rural revitalization.
