Emergency management performance evaluation is the most direct and effective way to measure emergency management performance level and improve emergency management performance.Since 2003,Chinese government departments have always attached great importance to summarizing and reflecting on emergency management work,and actively promoted the evaluation of emergency management performance.Practice shows that the performance evaluation of emergency management has significantly enhanced the sense of responsibility and emergency response of government departments,and has played a huge role in improving the quality and level of emergency management.However,with the performance of emergency management being included in the assessment of the performance of leading cadres,in recent years,there has been a phenomenon of "overreaction" in some places,resulting in waste of emergency resources and damage to the public interest.Therefore,in the process of emergency management,we must not only pay attention to the effects of emergency response and social impact,but also consider the cost-effectiveness of emergency management.It is necessary to avoid the emergency failure caused by insufficient emergency response,and also to avoid the enlarged emergency caused by excessive emergency response.This article studies the performance evaluation of emergency management from the perspective of resource allocation,and aims to provide new ideas for avoiding insufficient emergency and excessive emergency and improving emergency management performance.The specific contents of the study are as follows:(1)By analyzing the current status of emergency management performance evaluation in China,and summarizing relevant research results at home and abroad,the concept of emergency management performance and emergency management performance evaluation is defined from the perspective of resource allocation,and the theory of emergency management performance evaluation from the perspective of resource allocation is analyzed in depth basis.(2)Under the premise of establishing the principles and procedures for the construction of the emergency management performance evaluation index system,the emergency management performance evaluation index system is constructed from three aspects of information acquisition,emergency decision-making and resource allocation.And the index system is further divided into 14 secondary indicators.(3)According to the connotation of emergency management performance,the appropriate allocation of emergency resources is used as the evaluation standard to design an ANP-Matter Element Model for emergency management performance evaluation and an example is used to validate the model.That is,the index weight is calculated by using the network analytic method,and then the evaluation result is obtained based on the comprehensive correlation degree calculated by the matter element model.Finally,a typical case is selected to evaluate its emergency management performance to verify the validity and applicability of the model.(4)In order to better ensure the smooth implementation of emergency management performance evaluation,the safeguard measures for performance evaluation of emergency management from the perspective of resource allocation are analyzed in detail from four aspects: emergency management performance evaluation procedures,emergency management performance evaluation system,emergency management performance evaluation related mechanisms,and external environment of emergency management performance evaluation.
