Under the background of advancing the modernization of China's governance system and capacity for governance.The report of the 19 th National Congress of the Communist Party of China clearly points out that it is necessary to promote the focus of governance down to the grass-roots level and create a grassroots social governance structure of joint contribution,co-governance and shared benefits.The report emphasizes that a large number of tasks for reform,development and stability needs to be carried out at the grassroots level;the main responsibility for promoting the implementation of various policies lies at the grass-roots level and the basic work for promoting the modernization of China's governance system and capacity for governance also lies at the grass-roots level,putting forward the macro-realistic needs at the national level for the policy implementation.In a word,the grass-roots code enforcement task has become an important link and booster to enhance the capacity for governance.Among them,as the direct providers of public services and the executors of the party's line,principles,policies and government regulation,The grass-roots code enforcement officers have become the bridge between the government and the public.Therefore,their code enforcement behavior is not only directly related to the well-being of the public,but also related to the improvement on the quality of grass-roots governance in China.They are given the special role mission and bear the unique role stress as well,also being the vanguard of opinion due to misconduct in code enforcement from time to time.This thesis takes 269 grassroots urban management code enforcement officers and their matched colleagues from B city,T City,H Province and S Province in North China as samples to explore the influence mechanism and boundary conditions of role stress on misconduct in code enforcement from theoretical aspects as well as empirical aspects.The study finds that role stress has a significant positive impact on misconduct in code enforcement;job embeddedness plays a partially mediating role in the relationship between role stress and misconduct in code enforcement;caring type of organizational ethical climate can not only adjust the relationship between role stress and job embeddedness,but also further adjust the mediation effect as mentioned.Based on the research conclusions,the thesis provides useful management enlightenment for government departments about improving capacity for governance to help grass-roots code enforcement officers to cope with the challenges of role stress,it also provides further countermeasures and suggestions for grass-roots code enforcement officers to enhance their professional capabilities and to avoid misconduct in code enforcement at the same time.
