Co-governance,Negotiated Governance And Soft Governance

Along with the Chinese government led the urbanization process of evolution,the "unit system" in the lithosphere structure is broken,people in the harmonious relations in the original "acquaintance society" is "strangers society" was replaced by the scattered relationship of contradiction conflict,in the community as the most basic unit of society,has become the hub of social conflict.In this paper,the good governance of community conflicts in Honghu Park City of Chengdu was selected as the research object.Based on the current needs of community conflict governance at the grassroots level and from the perspective of public management,the good governance theory,meta-governance theory,collaborative governance theory and soft management theory were fully combined with the community conflict cases in Honghu Park City to carry out a comprehensive analysis on how to achieve good governance of community conflicts at the grassroots level.This paper attempts to explore a good governance path of urban community conflict for reference,in order to provide a new perspective and research direction for the current research on community conflict in China.In 2018,the Honghu Park City case,as a model of Chengdu’s innovation and exploration of a new model of urban and rural community development and governance,was published by "Sichuan dignitaries reference" and "Society and Public Welfare",a public interest magazine of the Ministry of Civil Affairs,and has been reported by important media of the central government for many times.In the course of research,this paper puts forward some new viewpoints.Through the in-depth discussion of the case of Honghu Park City,this paper analyzes the three important factors of conflict good governance from the perspective of community conflict good governance,namely — — co-governance of governance subjects,negotiated governance of governance contents and soft governance of governance modes.First,based on the meta-governance theory,it is analyzed that the good governance of community conflicts requires the co-governance of subjects as a prerequisite factor.Under the correct guidance of the Party committee and the government,the "one core and multiple" reasonable and orderly multi-subject conflict governance pattern should be formed,so as to achieve the "good person governance" of community conflicts.Secondly,based on the research of collaborative governance theory,it is analyzed that negotiated governance is the key factor to realize the good governance of community conflicts.The community conflict governance should be regarded as a whole system,the system mechanism of community conflict governance should be constructed through innovation,the platform for resolving conflicts through negotiation among various subjects should be built,and the effective role of each part in the whole governance system should be given full play,so as to achieve "good governance" of community conflicts.Thirdly,based on the research of soft management theory,it is analyzed that the good governance of community conflicts needs the soft governance of ways as the guarantee factor.By adopting flexible methods,breaking through the original rigid administrative governance constraints,exploring the transformation path from stable management to people-oriented governance,stimulating the common value orientation of the community,strengthening the responsibility of each subject,forming long-term endogenous binding force and driving force,and realizing the "good governance" of community conflicts.Community conflict management is the need of the development of socialism with Chinese characteristics in the new era and the realistic requirement of the modernization of national governance system and governance capacity.Through the reference and analysis of the community conflict governance cases in Honghu Park City,we can see that the realization of good conflict governance needs to take into account the main body of the participants,governance system and mechanism,and governance methods.In the face of the current conflicts in the community at the grassroots level,we need to build a system and mechanism for resolving the conflicts through multi-subject consultation under the leadership of the Party committee and the government,and finally realize the new pattern of resolving the conflicts jointly by the government,social organizations,self-organization and community residents through the guidance of the concept of the subject in the community at the grassroots level.
