| In recent years,as a result of social development and economic improvement,Chengdu’s vehicle parc has been increasing rapidly.While bringing convenience to passenger transport,it also creates many difficult problems for administration.For instance,vehicle theft has grown more serious and has become a recurring issue in regional governance.It not only leads to great economic loss of Chengdu’s residents;collective actions of them to protective their property rights also occur occasionally,questioning the public credibility of the government and the ability of the police,and finally making Chengdu a less attractive city to live in.Therefore,Vehicle theft has constituted an outstanding challenge for Chengdu’s public governance.However,it is difficult to resolve this problem(i.e.,to curb its origin and expansion)by merely relying on the efforts of the police to investigate into and to campaign against crime suspects.Then,since 2012,With a focus on anti-vehicle theft,Chengdu has constructed a new pattern of multiple-centered governance,“the guidance of the government,the lead of the police,the join action of relevant departments,and the broad social participation of residents”,and has taken a series of measures such as combat and prevention,comprehensive management,and source control.This new pattern of governance and these particular measures have effectively contained the problem of vehicle theft and protected the rights of Chengdu’s residents.Based on the theory of the multiple-centered governance and from the standpoint of public management,this thesis conducts a case study on Chengdu’s campaign against the problem of vehicle theft.Relying on relevant research literature,concrete cases,data analysis and field research,it addresses the background of the vehicle theft problem in Chengdu and its serious challenge for administration,as well as main measures to contain it and relevant achievements.In particular,the main causes of Chengdu’s vehicle theft problem are of three,the regional features of Chengdu,the drawbacks of the management mechanism,and the difficulties of effectively combating vehicle theft;main measures to contain it include,the system of accountability for relevant departments in the antivehicle theft campaign,the specialized campaign mechanism led by the police,the mechanism of prevention guided by the government,and the control mechanism supported by members of the society(especially source control).Overall,through unifying theory and practice,this thesis aims to clarify and provide informative lessons for Chengdu and other cities which attempt to solve problems of the same kind. |
