Study On The Problem And Countermeasures In The E-government Construction Of Yibin Municipal Procuratorial Organs

The procuratorial organ,a significant component of government institutions in China,is responsible for legal supervision and punishment of crimes.On the one hand,it shall provide a complete judicial safeguard for scientific and technological innovation through creating a legal environment for innovation protection.On the other hand,it shall also undertake the important mission that the history has entrusted to the state through deepening the e-government construction in accordance with the principle of keeping pace with the times and tackling the difficulty head on.Recently,rare opportunities have brought to the e-government affairs of procuratorial organs together with the achievement of leapfrog development thanks to the advent of a new round of scientific and technological revolution marked by Internet big data,AI(artificial intelligence),and blockchain.Hence,how to solve the problems existing in the e-government construction has been highly concerned.In this paper,it primarily focuses on the problem in the e-government construction of Yibin municipal procuratorial organs.With the e-government affairs of Yibin municipal procuratorial organs as the research object,the e-government development process of Yibin municipal procuratorial organs and the exploration of practices e-government construction on the basis of referring to related literature and information sharing theory,incentive theory,holistic governance theory.Next,existing problems in the e-government of Yibin municipal procuratorial organs are analyzed through acquiring and sorting out questionnaires and interviews.Meanwhile,the cause of arising in the e-government construction problems of Yibin municipal procuratorial organ is also elaborated from the aspects of concept recognition,coordination and communication,technical support,and talent assurance.What’s more,corresponding suggestions and countermeasures are proposed to provide a reference for Yibin municipal procuratorial organs e-government construction to deal with the problem through improving the overall management level,smoothing the resource integration channel,enhancing the network security system,and building a talent assurance mechanism in combination with advanced experience of foreign administrative and judicial agencies as well as Wenzhou,Changzhou,and Shanghai in China.This paper is composed of seven chapters.To begin with,the research background,research significance,research content,purpose,and method are briefly presented in Chapter 1 together with an in-depth study on major contents and methods of this paper.And Chapter 2 briefly describes the information sharing theory,the holistic governance theory,the incentive theory and the like basic theories.Then,the preliminary results of e-government construction of Yibin procuratorial organs are analyzed in Chapter 3 upon introducing the e-government development process of Yibin municipal procuratorial organs.In Chapter 4,problems concerning “e-government construction” of Yibin municipal procuratorial organs are collected for thorough analysis by means of questionnaires and interviews.Moreover,Chapter 5 provides reference for the problems existing in the construction of e-government affairs of Yibin procuratorial organs,abroad and other areas in China.Chapter 6,countermeasures are proposed from the analyses of the previous chapters to achieve the idea of solving the problems in the e-government construction of Yibin municipal procuratorial organs.And the final conclusion is made in Chapter 7 by summarizing the above chapters.
