| China’s grassroots government workers play a fundamental role in the entire government workforce,as they are the direct implementers of public policies and the direct exercisers of public power.Their good or bad work is directly related to the effectiveness of public policy implementation and the vital interests of the public.This study takes the professional identity of grassroots government workers as the theme and takes the grassroots government workers in the HY district of XA city as the research object.By conducting a relevant literature review of the current situation of professional identity research at home and abroad,the basic concept of professional identity was clarified.Using a questionnaire survey,351 grassroots government workers were surveyed.The survey found that: firstly,the current career identity of grassroots government workers in HY district of XA city is at a medium level overall,and there is still more room for improvement,with the mean size of each dimension ranked as promotion and development>job achievement>supervisor’s guidance>pay package,and there are problems of ambiguous career perception,weak career emotion and negative career performance.Secondly,there were no particularly significant differences between the career identity of grassroots government workers in the HY district of XA city and each dimension in terms of variables such as gender,age,marital status,length of service,rank and status.Factors affecting the career identity of grassroots government workers were explored at different levels through questionnaires and interviews.The study found that the individual-level factors were limited career development,narrow upward mobility,long working hours,tedious work content and difficulty in satisfying professional emotions.Organisational factors are poor working environment,heavy work responsibilities,high pressure,imperfect job evaluation system,low salary and lack of caring organisational atmosphere.At the social level are the non-positive portrayal of grassroots government work in public opinion and the stereotyped image of grassroots government workers by the public.In the light of the factors affecting the career identity of grassroots government workers,this study proposes corresponding measures for optimisation: at the individual level,establishing correct career values,lowering excessive personal expectations,and improving self-career management.At the organisational level,the study suggests improving the performance management system and assessment mechanism,improving the incentive mechanism for promotion and remuneration,improving the training system,diversifying the career development of grassroots workers,enhancing the organisational support for grassroots workers,strengthening the fairness of the procedures,and taking corresponding countermeasures according to individual differences.At the social level,we should increase the positive publicity for grassroots government workers and give them a certain degree of public opinion protection as appropriate. |
