| Y City is an economically developed area in Zhejiang Province,with a well-developed business and logistics industry and a relatively dense population.Therefore,it has a strong practical need to study the coordination of government departments in emergency management.Since the establishment of the Emergency Management Bureau of Y City in2019,the Emergency Management Bureau of Y City has strengthened its cooperation with the Bureau of Health and Construction,the Public Security Bureau,the Meteorological Bureau,the Transportation Bureau,the Commerce Bureau and other departments.It has achieved some results,but there are also some problems.This article takes the research on the coordination problem of government departments in Y City emergency management as the starting point,using literature research methods,interview methods and other research methods to study the coordination of government departments in Y City emergency management.The study found that the coordination problems of government departments in Y City emergency management are mainly manifested in: the mode of emergency coordination work is more passive,the force of emergency coordination is relatively scattered,the informatization degree of emergency coordination needs to be improved,the emergency support capability has shortcomings,and some emergency coordination subjects are relatively ineffective.The main reasons for these problems are that the active crisis early warning and risk management system is not perfect,the overall emergency coordination planning is not comprehensive,the construction of big data of emergency coordination is lagging behind,the construction of emergency support is not perfect,and the supervision of the performance of emergency coordination is not in place.In this regard,some district in the United States,Japan and other countries,as well as Beijing,Shanghai and other regions,have accumulated a wealth of experience.Combined with local realities,through the analysis of synergy theory and stakeholder theory,it is believed that in the future,the coordination of government departments in emergency management of Y City,can be optimized from five aspects: Active crisis early warning and risk management system,coordinated development planning of government departments,emergency collaboration digitalization,emergency support capacity building,collaborative supervision and assessment mechanism.Through optimization,the communication and coordination between the Municipal Emergency Management Bureau and external departments can be improved to form cross-department and cross-regional collaborative linkage,so as to achieve "rapid response" and realize the organic integration of "1+1>2". |
