The British and American policies toward Hong Kong are important part of its policy toward China. In March 2019,there was a Anti-Extradition Law Amendment Bill Movement around the proposal of the Hong Kong SAR Governm-ent to amend the Fugitive Offenders Ordinance and the Mutual Legal Assistance in Criminal Matters Ordinance.Britain and the United States take advantage of the riots to interfere in China’s internal affairs, support the opposition in Hong Kong, separatist forces and rioters in Hong Kong, disrupt Hong Kong’s social order and restrict China’s development. Therefore, the study of the British and American policies towards Hong Kong is of great significance to the maintenance of "One Country Two Systems" and the prosperity and stability of Hong Kong, also the realization of the peaceful reunification of the country and the great rejuvenation of the Chinese nation.Through the study of the literature and facts, this paper holds that there are differences in the policies towards Hong Kong between the two countries.Since the outbreak of the Anti-Extradition Law Amendment Bill Movement,Britain has adopted a "flexible policy" towards Hong Kong, actively or passively taking measures to continuously entangle Hong Kong affairs, providing so-called "human rights support" to Hong Kong, complicating and internationalizing the Hong Kong issue.Based on the reality of declining power,Britain is unwilling to deteriorate its relations with China and the United States on the issue, trying to maximize its existing economic and political interests in Hong Kong.On the other hand, the United States has adopted an "intervention policy",taking the initiative to stir up disputes on the Hong Kong, legislating to interfere in Hong Kong affairs and conniving at the Hong Kong opposition. The logic of the United States is very straightforward, using Hong Kong to contain China and undermine the integrity of China’s national sovereignty. This paper argues that the two countries show differences in policy operations. The maneuverability of British policy is low,and it often puts pressure on China with the help of multilateral platforms. The United States,on the other hand,is just the opposite, its policy is very practical, adopting a unilateral policy and directly confronting China on the Hong Kong issue. The policies of the two countries towards Hong Kong have had serious consequences.First of all,the local identity of Hong Kong people has deepened and their dissatisfaction with the mainland has increased;second, the instability in the economic and trade field has increased;and third, mutual trust between China,Britain and the United States has been damaged. In view of the Anglo-American policy toward Hong Kong,we should take counter-measures to continue to adhere to "one country, two systems" and safeguard the prosperity and stability of Hong Kong society.
